Synopsis:  Notice of Intent to Award a Sole-Source Contract

Project Title: Trimble eCognition Software
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management (OCM), Charleston, SC office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Duncan Parnell, for licensing and maintenance/support for three (3) eCognition Developer licenses, and two (2) eCognition Server licenses for 36 consecutive months. The North American Industry Classification Code (NAICS) for this acquisition is 561990, All Other Support Services, with a business size standard of $16.5 million.

Sole Source Justification

The purpose of this task is to provide licensing and maintenance/support for three (3) eCognition Developer licenses, and two (2) eCognition Server licenses for 36 consecutive months.

This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The Cognition software application is a component of an image processing system capable of manipulating AVHRR and IKONOS data.  It inter-operates with Imagine, ArcView and other geospatial software in use at the Office for Coastal Management.  This application is used on a daily basis by the remote sensing staff.  Support services and maintenance for eCognition is needed to ensure that any problems in processing remote sensing data are resolved in a timely manner.  Trimble Navigation Limited is the sole authorized provider of maintenance and support for eCognition support and update services.

Special Notice

This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.  However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.  Responses can be sent via e-mail to rebecca.johnson@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.

All responsible sources may submit a Capability Statement in accordance with this notice, which shall be considered by the agency if received on or before 3:00 PM EDT on November 28, 2025. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
