TWO (2) HORIZONTAL BORING MILLS

DLA Weapns Support Richmond intends to issue a Sole Source Item to procure a quantity of 2 each for a Horizontal Boring Mill (HBM), with a quantity option of 1 within 1 year of base award.  Base contract completion required in 470 days ARO.

Complete technical data package VIBB 25-25-1000 including all design, supplies, and labor requirements will be included as a part of the solicitation.  Technical data pacakge requires turnkey services for: installation, foundation, shipping, rigging, post processor, OSHA certification, IUID tag, training, and technical data (i.e. manuals, drawings).  

Request for Proposal SPE4A8-26-R-0001 is anticipated to be issued November 2025.

FOB will be at Destination/Inspection at Origin/Acceptance at Destination.  The solicitation will be Other Than Full and Open Competition.  

Award will be result in a Firm, Fixed Price Contract.

This solicitation and award will be made under FAR 15 procedures.

DLA Anticipates including DFARS 252.204-7012, DFARS 252.204-7019 and DFARS 252.204-7020 in the solicitation. Lack of compliance with these clauses would result in an offeror being ineligible for award.
