    THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR QUOTES OR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES/PROPOSALS ARE NOT BEING REQUESTED.

    This notice is for the acquisition of commercial supplies and/or services for which the Government intends to negotiate with only one source. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of 41 U.S.C. 1901 Use of Non-Competitive Procedures and 13.106-1(b) Soliciting from a Single Source.

    The National Institutes of Health (NIH), National Library of Medicine, intends to enter a contract on a sole source basis with the American National Standards Institute 21 W 43rd St. 4th Fl New York, New York 10036 to renew an annual organizational membership. The National Library of Medicine is the coordinating body for clinical terminology standards within the Department of Health and Human Services. NLM works closely with the Office of the National Coordinator to ensure NLM efforts are aligned with the goal of the President and HHS Secretary for the nationwide implementation of an interoperable health information technology infrastructure to improve the quality and efficiency of health. The Office of the NLM Chief Health Data Standards Officer is in the Office of the Director and serves as principal advisor to the NLM Director for matters and programs concerning strategic directions of NLM, including terminology and coding standards that support clinical care, the FHIR interoperability standard, NIH Common Data Elements, and other related standards. In this role, the Chief Health Data Standards Officer serves as liaison to national and international standards development organizations to promote the usage of NLM resources and to ensure NLM efforts are aligned with stakeholder communities. The International Organization for Standardization’s (ISO) Technical Committee (TC) on Health Informatics (215) dealing with aspects of Electronic Health Records and the standardization of health information and communications technology to allow for compatibility and interoperability between independent systems. ISO is an international standards-setting body composed of representatives from various national standards organizations from across the world. As a member of ISO (and subsequently ISO/TC 215), NLM represent the health informatic standards and interests on behalf of the United States. As only members have voting rights, it is critical that NLM participate in the development and consensus process of health data information and communication technology standards. ISO is a voluntary organization whose members are recognized authorities on standards, each one representing one country. Membership is offered only through ISO; NLM’s contribution will ensure that the United States remains in a leadership position (Chair) for the health informatics technical committee, TC 215.

    This notice incorporates provisions and clauses in effect through Federal Acquisition FAC 2025-03 effective January 17, 2025, including all FAR Circulars issued as of the date of this synopsis.

    NLM anticipates that an award will be made on or about May 30, 2025.

    The North American Industry Classification System Code (NAICS) applicable to this requirement is 813920 and the business size standard is $23.5 million.

    Only one award will be made as a result of this solicitation. This will be a firm fixed-price order.

    Interested Offerors may submit a capability statement not exceeding 3 pages in length which details their ability to satisfy this requirement. Quotes, capability statements, and related (non-proprietary) materials, or any questions must be submitted in writing by email to the Contracting Officer, LaDonna Stewart at ladonna.stewart@nih.gov no later than 11:00 am Eastern Time on May 26, 2025. Collect calls will be accepted. NO facsimile transmissions will be accepted. Any quotation, if timely received by an eligible offeror, shall be considered by the government. Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government’s discretion. Vendors must be registered in the System for Award Management (Sam.gov) at the time an offer is submitted.
    Any information received will normally be considered solely for the purpose of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
