    Description

    Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with the American Hospital Association.

    The Contractor shall provide all material, supplies, equipment, and qualified personnel to provide a two (2) day, in person training for the ASHE HealthCare Construction Workshop at the Clement J. Zablocki Medical (Zablocki VAMC) Center, located at 5000 W National Ave.  Milwaukee, WI 53295-0001; as defined in this Statement of Work (SOW).  This is a One-Time Service Contract.

    This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.106-3(b)(3)(i), only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for a One-Time Service Contract. The NAICS Code is 611430.

    This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contracting Officer by 10:00AM (CST – Local Time - Wisconsin) 05/01/2025. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with the American Hospital Association.

    STATEMENT OF WORK

    ASHE HEALTHCARE CONSTRUCTION WORKSHOP

    1. The Contractor shall provide all labor, material, management, travel, and equipment necessary to provide a two (2) day, in person training for the ASHE HealthCare Construction Workshop at the Clement J. Zablocki Medical (Zablocki VAMC) Center, located at 5000 W National Ave.  Milwaukee, WI 53295-0001; as defined in this Statement of Work (SOW).  This is a One-Time Service Contract.

    1. BACKGROUND

    A two (2) day, in-person training with the American Society of Healthcare Engineers (ASHE)  for an ASHE Healthcare Construction Workshop at the Zablocki VAMC. The training shall be conducted by the ASHE and their certified trainers. The ASHE curriculum shall cover and match what is provided by the agency to engineers, contractors, and facility managers around the country.

    1. SCOPE OF WORK

    The Contractor shall provide all labor, material, management, travel, and equipment necessary to provide the following:

    1. Identify the key concepts applied during health care construction projects.
    2. Recognize the necessary strategies to successfully risk assessment before, after and during construction, including steps to infection prevention.
    3. Practice mitigation, management, and documentation of the health care construction processes. 
    4. The Contractor shall provide ASHE certificates of completion and Continuing Education Unit (CEU)’s for all attendees.
    5. The training shall be for (25) individuals.
    6. The Zablocki VAMC shall coordinate for the use of classroom for the training and overhead electronic board.

    1. Period of Performance
    1. Within 30 days of contract award, the exact training dates shall be confirmed.
    2. Within 90 days of contract award, the in-person training shall be conducted.

    1. Technical Requirement & Qualifications for Contractors

    A. The Contractor shall be a certified ASHE instructor authorized to present the training.

    B. The Contractor shall provide any and all training materials needed for all attendees.

    C. Training shall take place between 7:00 am and 3:30 pm (local Time -Wisconsin), with a 30-minute break.

    1. Documentation/Reports

    The Contractor shall provide documentation, which shall include detailed descriptions of services performed. The Contractor shall be provided to the Contracting Officers Representative (COR) via email after the completion of each training day. The Contractor, at a minimum, legibly document all attendee’s and a brief summary of what was covered each training day.  In addition, each ESR shall, at a minimum, document the following data legibly and in complete detail:

    1. Name of Contractor and contract number.
    2. Name of Instructor who performed services.
    3. Date, time (starting and ending).
    4. Itemized Description of Service Performed
    5. Signatures:
    1. Hours Of Operation

    Normal hours of operation are Monday through Friday, 07:00 a.m. to 03:30pm Central Standard Time    

    (Wisconsin),excluding weekends and National Holidays, to include any other day specifically declared  

     by the President of the United States to be a Federal Holiday. Federal Holidays observed by the

     Zablocki VAMC are:

    When one of the above designated Federal Holidays falls on a Sunday, the following Monday shall be observed as a Federal Holiday. When a Federal Holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday by United States Government agencies. If different times shall be needed, this shall be discussed and mutually agreed upon with the Zablocki VAMC Contracting Officers Representative (COR) and shall still be considered “normal business hours.” No work by the Contractor on Federal Holidays and no work on the weekend when the Federal Holiday is on the respective Monday or Friday shall be done.

    1. Security Requirements

    The Contractor’s employees shall wear visible identification and company uniforms, approved by the COR, at all times while on the premises of the VAMC. It is the responsibility of the Contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police section or the COR. The VAMC shall not invalidate or make reimbursement for any parking violations of the Contractor under any condition. Smoking is prohibited inside any buildings at the VAMC. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to a search. Violations of VA regulations may result in citations answerable in the United States (Federal) District Court, not a local district, state, or municipal court.

    1. Facility Check-In Requirements

    The check-in process is mandatory. The Contractor shall first be required to report to the VA  Check-in - Checkpoint located at 5000 W National Ave, Milwaukee, WI 53295. The Contractor shall contract the VA Contracting Officers Representative (COR) to be escorted to the work area. The Contractor shall be required to sign out with a facility representative and submit a legible written service report. All written reports for equipment shall be submitted to the equipment user for an “acceptance signature” and to the COR for an “authorization signature” of approval; as referenced in paragraph 6: Documentation/Reports.
