(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The Government intends to issue a single-award, non-personal service contract on a firm fixed-price (FFP) basis and to solicit the proposed services under the authority of Federal Acquisition Regulations (FAR) Part 12 and FAR Part 13.5. Contracts awarded under FAR 13 are not subject to FAR 15.3 procedures. Accordingly, the award of a contract under this request, should an award be made, and shall follow the procedures outlined in FAR 13, as supplemented.

(ii) This solicitation is issued as a request for quote (RFQ) and the solicitation number is W912PF25QUNGU.

(iii) This combined synopsis/solicitation incorporates provisions and clauses for commercial services in effect through Federal Acquisition Circular (FAC) 2025-03, published 3 January 2025.

(vi) Description:  The requirement is to provide Ungulate Control Service, specifically Wild Boar and Fallow Deer, from the PASA area of USAG Italy, Darby Military Community. All tasks shall be carried out in compliance with Host Nation, Tuscany, and local requirements, as indicated in the Performance Work Statement (PWS) (Attachment 2 “Performance Work Statement”).

The activities will consist of the placement of traps, foraging and maintenance of traps, recovery of captured animals, transport of animals to the barn (Wild Boar) and the corral (Deer) on the installation to allow their preservation and full health, and follow-on transportation of the live animals off the installation. Once transported off the installation the animals become contractor property outside of the purview of USAG Italy. The Contractor is responsible for strictly respecting the Italian Laws and Norms that regulate the health, wellness, care and handling, and shipping of captured animals. Other related tasks are described in the attached Performance Work Statement (PWS) (Attachment 2 “Performance Work Statement”).

(vii) Period of Performance (This is estimated to be firmly established based on contract award date): 

• 30 September 2025 – 29 September 2026 (Base Year)
• 30 September 2026 – 29 September 2027 (Option Year One)
• 30 September 2027 – 29 September 2028 (Option Year Two)
