Union Village Lake Dam is situated on the Ompompanoosuc River and is a part of a network of flood control dams and local protection projects built by the U.S. Army Corps of Engineers in the Upper Connecticut River Basin. The construction was completed in 1950.
The dam is located adjacent to Thetford Hill State Park. The reservoir is on Buzzell Bridge Road, one mile north of Union Village, VT and within five miles of the intersection of Route 113 and U.S. Interstate 91. The project consists of an earth fill dam with stone slope protection 1,100-feet long and 164-feet high and a 388-foot-wide uncontrolled spillway.
The work of this project involves the reconstructing and repairing of a segment of the existing gravel road and a segment of the existing asphalt paved road, a riprap-lined roadside drainage ditch at a location on Buzzell Bridge Road, just east of the Union Village Dam in Thetford, Vermont is also included. The project will include an option bid item to complete the removal and disposal of existing asphalt pavement and the full depth hot mix asphalt replacement to the remaining asphalt paved road. As part of the base bid, the work will also include the full removal and offsite disposal of an existing large diameter pipe culvert with plastic flared end and the existing concrete drop inlet structure.
The work also includes the installation of a new precast reinforced concrete box culvert, new precast reinforced concrete headwalls and wingwalls at the inlet and outlet ends of the new culvert and a new energy dissipator at the outlet end of the new culvert consisting of a rock riprap-lined stilling basin and rock riprap apron. Work will also include clearing and grubbing of trees and their offsite disposal, the removal and disposal of washed out, broken, and cracked existing asphalt pavement and removal silty subgrade soils, the removal, stockpiling, and reuse of existing 18-inch (d50) rock riprap, cleaning and re-adjustment to three existing concrete drop inlet structures and their plastic pipe culverts.
The work will also include all necessary earthwork, such as, but not limited to excavation, filling, backfilling, trenching, compaction, and grading; placing topsoil and seeding at disturbed areas; and the placement, maintenance, inspection, and removal of erosion prevention and sedimentation controls measures.
Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm’s experience performing the work requirements stated above. The projects must have been performed within the last seven years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror’s effort and their experience must also have been performed within the last seven years.
