    Description This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued.

    This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05 Effective August 7, 2025.

    The associated North American Industrial Classification System (NAICS) code for this procurement is 336413(Other Aircrafts Auxiliary Equipment), with a small business size standard of 500 employees. The product or service code is 1650. The Government will award a firm-fixed price (FFP) contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer, conforming to the synopsis/solicitation, will be most advantageous to the Government (as determined by the solicitation evaluation criteria).

    Specifications and Requirements

    The Hydraulic Power Unit must meet the following minimum technical specifications:

    -Input: 208 to 240 V +10%/-15%, 3-phase, 50/60 Hz; full load input current 107 to 93 A respectively

    -Electric motor Hp (Kw) 15 (11)

    -Output: Minimum 6 GPM @ 3000 psi

    -Input cable, 50 feet, single jacket 3-conductor with ground and plug ready

    - All connections for UH-60L & M models

    -High efficiency, non-bypassing pressure filter with 2-micron absolute, Microglass III element (Beta rating > 1,000 based on ISO 4572)

    -Large capacity return filter with 5 micron absolute, Microglass III element (Beta rating > 200 based on ISO 4572)

    -Easy access fluid sampling valve (meets ANSI T2.24.1-1991)

    Award will be made to the quoter whose quotation offers the best value to the government, considering technical capability, past performance, and price.” The government will evaluate information based on the following evaluation criteria: price, quality, delivery date and other factors. Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13. The solicitation is 100% set aside for small business IAW FAR 19.502-2(a).

    The full text of FAR provisions or clauses may be accessed electronically at acquisition.gov. The following solicitation provisions apply to this acquisition:

    1. FAR 52.212-1, “Instructions to Offerors–Commercial Products and Commercial Services” (Sep 2023)
    2. Addendum to FAR 52.212-1, “Instructions to Offerors – Commercial Products and Commercial Services” (Sep 2023) Request for Quotation (RFQ) shall contain the following information: RFQ NUMBER; ADDRESS; CAGE CODE; UNIQUE ENTITY IDENTIFICATION; TELEPHONE NUMBER OF OFFEROR; TERMS OF ANY EXPRESSED WARRANTY; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable).

    Offeror shall complete, and include with its submission, the following:

    For products offered, descriptive literature that adequately illustrates the proposed items.

    Addendum to FAR 52.212-1(c), “Period for Acceptance of Offers” (SEP 2023). The paragraph is tailored as follows: “The Offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers.”

    1. FAR 52.212-2, “Evaluation – Commercial Products and Commercial Services” (NOV 2021)

    Addendum to FAR 52.212-2, “Evaluation – Commercial Products and Commercial Services” (NOV 2021) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, price realism, quality, past performance, and delivery date considered. Award shall be based on all or none and best value to the government IAW FAR 13.106-2. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed in the Government’s best interest.

    3. FAR 52.212-3, “Offeror Representations and Certifications–Commercial Products and Commercial Services” (MAY 2024) Offerors must complete annual representations and certifications online in the System for Award Management (SAM) accessed through http://www.sam.gov in accordance with FAR 52.212-3 within the year to be considered for award. If paragraph (b)(2) of the provision is applicable, a written submission is required.

    Vendors must be actively registered in the System for Award Management (SAM) accessed through http://sam.gov. Contact SAM at US Calls: 866-606-8220, International Calls: 1-334- 206-7828. SAM will assign vendors their applicable Unique Entity Identifier (UEI).

    All quoters must submit the following items necessary: including, but not limited to, all equipment, supplies, transportation, labor, and supervision – necessary to complete the required items according to the specifications.

    This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

    “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”

     OR

    “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:” Quoter must list exception(s) and rationale for the exception(s). Quotations that reject the terms and conditions of the solicitation may be excluded from consideration.
