    This RFI is to identify suppliers to perform small and medium size 'break fix' projects for the United States Postal Service as needed. 

                This RFI is for market research only and does not constitute a solicitation for proposals. The information provided may be utilized by the USPS in developing its acquisition strategy and requirements documents. This does not commit the USPS to pay any cost incurred in the submission of responses or in making necessary studies or designs, nor to contract for supplies or services. No funds have been authorized, appropriated, or received for this contemplated effort. Any cost incurred shall be at the Offeror’s own risk.

                The United States Postal Service is posting this RFI to conduct market research to support Design Build, Repair and Alteration, and Break-Fix acquisition strategies. The purpose is to identify suppliers for potential future opportunities within these acquisition strategies. The capturing of information through this RFI shall be utilized solely by the United States Postal Service for future acquisitions.

    This RFI is separated into two sections. In section one, the supplier shall provide a detailed response to questions one through four. In section two, the supplier shall answer the questions either yes or no to questions five through eight. The supplier may explain the reasoning for their answers in section two, but it is not required.

    SECTION ONE

    1. Ability to Service a Geographic Area

    The narrative should address your capability to perform multiple construction disciplines across multiple locations simultaneously, and your approach to supporting emergency or urgent work, including response time and mobilization. This narrative should include the type of work performed, the amount of self-performance, as well as the approach to subcontracting activities and selection process of subcontractors.

    2. Quality Assurance:

    Provide a narrative that describes systems, processes and procedures to be used for quality management. Ensure the plan outlines process the supplier has in place, or will put in place, for maintaining quality communications with the Postal Service and subcontractors.

    3. Safety:

    Provide documentation on the letterhead of the firm’s insurance company of the firm’s most current Experience Modification Ratio. Explain fully any EMR that exceeds 1.00. Provide a narrative of your firm’s safety approach to execute multiple projects concurrently.

    4. Applicable Licenses to Operate:

    Please provide a list of active construction or contracting related licenses.

    SECTION TWO

    1. Would you be able to provide a Certificate of Liability Insurance upon request? Y / N

    2. Are your supplier Articles of Incorporation and subsequent Business License to Operate active? Y / N

    3. Have you been in business for 36 months continuously? Y / N

    4. Do you have a Duns and Bradstreet DUNS number? Y / N

    Interested suppliers should respond by submitting a Letter of Interest detailing their organization response to the above questions. Suppliers may provide their capabilities statement that outlines their company's experience and expertise in construction.
