    THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION ONLY. This is not a

    Solicitation, (i.e. Request for Proposal, Request for Quote, or Invitation for Bid), or an indication that the Health Readiness Contracting Office (HRCO) will contract for the services contained in this notice. This notice is part of a government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this notice are strictly voluntary and the Government will not pay respondents for information provided in response to this notice.

    Responses will not be returned, and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website, http://www.sam.gov, at a later date and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This Sources Sought Notice does not restrict the Government's acquisition approach on a future solicitation.

    RESPONSES: Respondents to this notice should describe their interest and ability to perform the requirement summarized within this notice by providing a capability statement and any concerns, comments or recommendations you may have with the attached draft Performance Work Statement (PWS) citing the specific PWS paragraph numbers for reference. Responses are to contain (1) University Name, (2) Address, (3) Point(s) of Contact, Phone Number, email, (4) CAGE Code and (5) capability statement specific to the requirements of the attached DRAFT PERFORMANCE WORK STATEMENT (PWS). Responses should be formatted as either MSWord (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. Responses should be submitted to the contracting officer at arturo.castro8.civ@health.mil and the contract specialist tiffany.r.waits..civ@health.mil no later than 4:00 pm Central Time, Thursday, May 22, 2025. No faxes, courier delivered, or telephone inquiries/submissions will be accepted.

    DESCRIPTION OF REQUIREMENT: The U.S. Army Medical Department is seeking degree support services for the following Graduate School Programs: Master’s Program in Nutrition, the Doctoral Program in Physical Therapy, the Master of Healthcare Administration and Business Administration Program, the Doctor of Science in Physician Assistant Studies – Orthopedics, the Doctor of Science in Physician Assistant Studies – Surgical Critical Care, Doctor of Science in Occupational Therapy, Doctor of Science in Physical Therapy, the Doctor of Science in Physician Assistant Studies –Emergency Medicine, and the Occupational Therapy Doctoral Program.. The Government requires non-personal services of an accredited university who will proffer degrees for Graduate Level Programs to students who successfully complete the specified program of instructions. The support will include services, materials, and qualified personnel to proffer applicable degrees to students that meet established curricular requirements, enrollment of qualified students to the various programs, administrative support in creating/storing/providing student transcripts.

    The Graduate School’s mission is to educate the next generation of clinical and administrative healthcare professionals in the federal sector and to serve as a Premier Center of Excellence for Military and National Graduate Healthcare Education, Research and Service. The Graduate School faculty and staff envision, design, train, educate, and inspire the world’s premier military medical force to enable readiness and strengthen America’s Army with the best trained Service Members who meet the established curricular requirements. Students will administer to patients with a wide variety of illnesses and injuries in the medical treatment facilities and on the field of battle. The graduate clinical scientists will become future leaders and mentors by establishing scholarly excellence in their respective fields’

    profession and standard of care as they provide care to patients worldwide. Support services will result in award of required graduate credits and degrees for the Graduate Programs indicated in the Performance Work Statement.

    This requirement is in support of the US Army Military Graduate Program. The Army Medical Specialist Corps and Graduate School, AMEDDC&S HRCoE, represented by the Army Physician Assistant Graduate Education Manager (GEM), with assistance from each respective Program Director, will oversee each education program. Graduates of the Programs will be trained to provide quality surgical care for patients with a wide variety of musculoskeletal illnesses and injuries in medical centers and on the field of battle. To meet this need, the Health Readiness Contracting Office (HRCO) intends to award an Indefinite Delivery, Indefinite Quantity contract for the services of a qualified University competent in the management of technical, educational, and administrative aspects of hosting an off-site doctoral program. The total length of the degree program is outlined in the Performance Work Statement.

    It is anticipated the services in support of conferring degrees will be required starting December  31 , 2025. The university shall be fully accredited by one of the six regional accrediting associations recognized by the U.S. Department of Education (Accrediting Commission for Community and Junior Colleges (ACCJC) Western Association of Schools and Colleges, Higher Learning Commission (HLC), Middle States Commission on Higher Education (MSCHE), New England Commission of Higher Education (NECHE), Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), WASC Senior College and University Commission (WSCUC)). The University must be authorized to confer a Doctor of Science in Physician Assistant Studies with a Major in General Surgery degree. The contractor shall be classified as a Doctoral University with Highest Research Activity (R1) or as a Doctoral University with Higher Research Activity (R2) by the Carnegie Classification of Institutions of Higher Education. The contractor shall also demonstrate that the programs have been approved by the appropriate institution’s governing body, which is an independent policy-making body capable of reflecting constituent and public interest within governance activities and decisions. The contractor shall demonstrate that it has the legal authority and necessary support structure to confer the appropriate degrees.
