Combined Synopsis/Solicitation – Carpet Replacement at MAF’s and B226

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement will include an attached solicitation and quotes are being requested.  

This attached solicitation number FA461325Q0024 is being issued as a Request for Quotation (RFQ).  Submit only written quotations for this RFQ.  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06.  This acquisition is being solicited as a 100% Small Business Set-Aside. The associated NAICS code is 238330 with a size standard of $19M.  See attached solicitation for complete description of Contract Line Items (CLINS). 

***NOTE*** CLIN 0016 has a Period of Performance of 120 days, while CLINs 0001-0015 have a 270 day Period of Performance.  Additionally, there will be no site visit with this requirement.  These will run concurrently.

PROVISIONS/CLAUSES:  The provision at FAR 52.212-1 – Instructions to Offerors - Commercial Item, applies to this acquisition.  The provision at FAR 52.212-2 – Evaluation-Commercial Products and Commercial Services, applies to this acquisition.  The provision at FAR 52.212-3 – Offeror Representations and Certifications - Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal.    FAR clause 52.212-4 – Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.  FAR clause 52.212-5 – Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. (The above Provisions and Clauses may be obtained via the internet at http://farsite.hill.af.mil.)

The Defense Priorities and Allocations System (DPAS) and assigned rating is NOT applicable to this solicitation.

Attachment 3_CUI Acknowledgement must be submitted ahead of the quote, to receive Attachment4_(CUI) MAF Drawings via DoDSafe.

All contractors must be registered in the System for Award Management (SAM) in accordance with FAR 52.204-7 prior to any contract award.

Please submit the following information with each quote: Cage Code, DUNS number, Tax Identification Number, Prompt Payment Terms, Delivery Time, Date offer expires, warranty, Line item unit price, and Total Cost.
