The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price Indefinite Delivery Indefinite Quantity type contract. All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7 unless an exception exists. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals. However, this procurement may be subject to the FAR (Overhaul) Clause 4.203-1(b)(5)(ii) regarding SAM registration. If this exception applies at the time of solicitation posting, vendors will be directed to the FAR (Overhaul) Clause 4.203-1(e) which requires collection of the appropriate information at time of receipt of an offer or quotation.
