    Description

    The US Army Corps of Engineers, Walla Walla District is seeking interested business sources for a construction project entitled: US Forest Service Fish Creek and Spring Bar Boat Ramps. The construction will occur at the locations listed below.  This solicitation will be an invitation for bid resulting in the award of a firm-fixed-price construction contract.  The magnitude of construction is estimated to be between $500,000 and $1,000,000. 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990 – Other Heavy Civil Engineering and Construction and the associated small business size standard is $45.0 million.  

    This sources-sought notice is a tool to identify businesses with interest in and capability to accomplish the work. Please respond only if you intend to propose on this project when it is solicited in the future. This is not a solicitation.

    Responses to this sources sought notice should include the following information: 

    1. A list of no more than three current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work involved, how it relates to the described herein and your company’s role in the project, the dollar value, and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your company and/or in-house personnel.
    2. A reference list for each of the projects submitted.  Include the name, title, phone number, and email address for each reference.
    3. If subcontracting, state what percentage overall will be subcontracted and what portions of the work would be subcontracted.
    4. Provide a statement of your company’s business size status (Large, Small, HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regard to the NAICS code listed above. 
    5. Provide a statement that your company intends to submit an offer on the project when it is advertised.
    6. Provide a statement of your company’s bonding capacity.  A statement from your surety is NOT required.
    7. Cage Code and SAM.gov Unique Entity ID (UEI) number.

No reimbursement will be made for any costs associated with providing information in response to this notice. Respondents will not be notified of the results of the market analysis and debriefings will not be available.     Summary of Scope of Work:

    Fish Creek Boat Ramp, Nez Perce-Clearwater National Forests, Lochsa-Powell Ranger District. (Latitude 46.334705N, Longitude -115.344640W).

    Project includes

    • Drainage for the parking area
    • Pavers installed at the bottom of the ramp to provide erosion control
    • Replacement of an elevated, approximately 6’ x 60’, multi-sloped wood ramp which allows users to slide rafts and catarafts up to 18ft in length
    • Grading for ramp and adjacent stairs from the parking lot to the river

    Spring Bar Site, Salmon River Ranger District of the Nez Perce-Clearwater National Forests. (Latitude 45.425423N Longitude - 116.154141W).

    Project includes

    • Replacement of 30 ft of pavement
    • Replacement of 30 ft of a concrete plank boat ramp
    • Construction of erosion control adjacent to the boat ramp
    • Potential extension of boat ramp by 20 ft. Boat ramp extension would be in-water work and would require the placement of rock fill along the river bottom.

    Construction for both sites will occur September–October 2027.
