    NOTICE OF INTENT

    FOR INFORMATIONAL PURPOSES ONLY. Under the authority of 10 U.S.C. 2304(c)(1) implemented by FAR 6.302-1(a)(2), the U.S. Army Corps of Engineers (USACE), Norfolk District, intends to procure, OEM name brand material for the S/V Ewell Hull and Mechanical Service task order requirement. This competitive task order will be solicited as a request for quotation (RFQ) under USACE Norfolk District’s Vessel Repair MATOC Vendor Pool A.

    This requirement is to address the mechanical service requirements and the underwater hull preservation of the paint system on the S/V EWELL. The S/V EWELL has Hamilton HM422 jets, that need a required 1000-hour service, the starboard main diesel engine (MDE) is also in need of a cooler and heat exchanger cores cleaning. Starboard Main Diesel Engine computer has failed and needs to be renewed. HVAC systems manifold needs to be replaced with new system and the vessel’s depth sounder transducers are no longer operating according to specifications and need to be replaced.

    The above repairs require the use of name brand parts and OEM technicians per the below justification:

    1. Main Propulsion Engines: The SV EWELL has MAN diesel engines for main propulsion. MAN parts are required in order to affect appropriate repairs to the engines. Failure to use MAN parts in the past has caused leaking fluids which in turn becomes a safety and maintenance concern. Further, the MAN manual specifies requirements to use both MAN approved parts and technicians.
    2. Waterjet System: The SV EWELL has Hamilton Waterjets for main propulsion. Hamilton Waterjet parts are required in order to affect appropriate repairs to the propulsion units. Failure to use Hamilton parts in the past has caused mechanical failures. Further, Hamilton Jet specifies requirements to use both Hamilton Jet approved parts and technicians. Hamilton Jet will not sell factory parts to non-approved technicians.
    3. Hull Preservation: The SV EWELL underwater hull is preserved with Sherwin Williams Sea Voyage Copper Free anti-fouling paint. Use of other paint products with this paint system will cause failure of the anti-fouling properties of the existing paint system which will in turn cause increased marine growth on the hull, loss of performance, and increased fuel consumption. Only Sherwin Williams Sea Voyage product should be used for underwater hull preservation on the SV EWELL.

    The Contracting Officer intends to prepare a Justification and Approval documentation (J&A) which includes brand name (BN) or brand name or equal (BNE) items for the RFQ package.  OEM parts are identified as BN or BNE under FAR 6.302-1 and DFARS 206.302-1 and are included to sufficiently define the scope of work to be performed, and adequately establish the required level of product quality.

    All potential responsible sources wishing to demonstrate ability to meet the agency’s requirements may submit a written response with a technical capabilities statement, which if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Notice of Intent.

    This Notice of Intent is hereby published in accordance with FAR 5.201. A determination by the Government not to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
