The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), requires a Contractor to provide Vehicle Assessment Services in accordance with the requirements outlined in the attached Statement of Work (SOW) (70B03C25Q00000146 - Attachment One).
The deadline for receipt of proposals for this requirement is: Friday, February 7, 2025, at 1500 Eastern Standard Time (EST). Proposal submissions must be submitted by email only to Contracting Officer Frank Duarte at frank.s.duarte@cbp.dhs.gov Subject line of the email should read: 70B03C25Q00000146 Proposal Submission: USBP Vehicle Assessment Services. All pricing submitted must be valid for up to 30 calendar days after close of the solicitation.
To submit a proposal, prospective quoters must be registered in the System for Award Management (SAM) website at www.sam.gov with an active registration at the time of quote submittal.
Please note that in accordance with Executive Order (E.O.) 14148, “Initial Rescissions of Harmful Executive Orders and Actions,” the following FAR clauses are no longer applicable:

The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. However, components shall not consider or use these representations.
Furthermore, Contracting Officers will not consider the following representations when making award decisions or enforce requirements:
Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
Interested vendors must submit any questions concerning the solicitation at the earliest time possible to enable the Government to respond. Questions must be submitted directly by email to the proposal submission point of contact as indicated above. No phone calls please. Questions not received by the question submission deadline of: Wednesday, February 05, 2025, at 0930 EST may not be considered.
THE FOLLOWING ITEMS SHALL BE SUBMITTED WITH EACH QUOTATION:
Each quoter must provide any relevant NON-PRICING responses (e.g. technical quotation, staffing plan, specifications, representations and certifications, etc.) so that they are received no later than the closing date and time for this solicitation. A quoter must submit sufficient information for a technical evaluation to be made by the Government to determine if the quoter's quotation meets the minimum requirements of the SOW. The Contracting Officer is not responsible for acquiring any additional information. If description/technical data/specifications are not sufficient to make a technical acceptance decision, the quotation may be determined technically unacceptable.
Emailed submissions must be in separate attachments and clearly indicate what is being provided. The following criteria must be followed when submitting quotation attachments:

If the quotation exceeds 5MB, please separate the submission into multiple emails and include in the subject line the solicitation number and # of # emails.
