USCG GALLEY FLOOR TILE REPLACEMENT

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Kodiak Galley Floor Tile Replacement. The vendor will be  

Jay-Brant General Contractors, LLC, 460 Grubstake Avenue, Homer, AK 99603, UEI: LKDMQPRQ72J5.

This action is being awarded on a sole source basis pursuant to FAR 13.106-1(b)(1)(i), services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. The identified contractor is currently renovating the USCG galley as part of a large dollar, non-related construction effort. The tile replacement of the floor will need to be completed in the middle of the larger construction effort. Allowing any other contractor to work within the construction area introduces risk to the current contractor’s schedule and safety procedures. Additionally, the contractor is currently mobilized. Using any other contractor would require supplemental costs associated with mobilization that would offset any potential savings realized through competition.

USCG Base Kodiak, Kodiak AK 99619 will be the procuring entity for this effort. Performance will be located at Kodiak, AK 99619. The Government intends to acquire non-commercial services using the provisions, clauses, and procedures prescribed in FAR Part 13. The NAICS Code for this requirement is 236210.

This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 30 Apr 2025, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
