USDA-AFRS INSPECTION AND CERTIFICATION OF UNDERGROUND STORAGE TANK

The U.S. Department of Agriculture – Appalachian Fruit Research Station (USDA-AFRS) requires all labor, insurance, tools, material, equipment, and travel be provided to perform 3-year WV Department of Environmental Protections (WV DEP from this point on) Regulatory Inspections on Underground Storage Tank (UST) components and Spill Protection Equipment.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation 1232SA25Q0740 is issued as a request for quotation (RFQ). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05.

NAICS for this procurement is: 562998 – All Other Miscellaneous Waste Management Services, Size Standard $16.5M

Communication Regarding this Solicitation:

The Government reserves the right to cancel this combined synopsis/solicitation at any time.

The vendor shall submit quotes via email to Jacob.toft@usda.gov with a subject line of “Quote: 1232SA25Q0740”, for receipt no later than 12:00 pm EST, Monday, 22 September 2025. Only those quotes received by this date and time will be considered for award. Submission of the quote that does not contain all items requested below may result in elimination from consideration for award.

Responses must include the following items:

1. The company name

2. POC Name, email address, telephone number

3. RFQ number

4. Vendor UEI number.

In addition, the quote should address the elements of the Statement of Work (Attachment 1) enclosed, along with the terms and conditions (Attachment - 1232SA25Q0740 - Terms and Conditions).
