USDA-NRCS-CALIFORNIA NATIONAL RESOURCES INVENTORY (NRI) DATA COLLECTION

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED     

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation.  

QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.  

The solicitation number 12FPC325Q0030 is being issued as a Request for Quotation (RFQ). The acquisition procedures at FAR Parts 12 & 13 are being utilized.  This requirement will be issued as a Firm-Fixed Price contract with a base period (FY25 measuring season) and four option periods (FY26 through FY29 measuring seasons). The Government anticipates the award of one firm fixed-priced contract resulting from this solicitation.  Award will be made to the responsible quoter whose quote responds to the terms of this RFQ and is the best value for the Government.  

This RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2025-04 effective June 11, 2025.  Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text.

This solicitation is being conducted as a 100% small business set-aside.  The North American Classification System Code (NAICS) is 541620, Environmental Consulting Services; the size standard is $19M.  For more information on size standards visit http://www.sba.gov/size.  Active SAM registration is required in order to be awarded this contract and must remain active throughout the period of performance.

Description of Services:   The Contractor shall furnish the necessary personnel, supplies, materials, and incidentals necessary to provide NRI Data Collection services in accordance with the performance work statement attached to and hereby made a part of this solicitation.

Date(s) and Place(s) of Delivery and Acceptance: The performance period is estimated to be August 1, 2025 – January 31, 2026, for the base year with the possibility of four, one-year option periods (February 1 – January 31).  The place of performance will be in northern California in accordance with the attached statement of work.

• Base Year (or time of award): August 1, 2025 – Jan. 31, 2026
• Option Year 1: Feb. 1, 2026 – Jan. 31, 2027
• Option Year 2: Feb. 1, 2027 – Jan. 31, 2028
• Option Year 3: Feb. 1, 2028 – Jan. 31, 2029
• Option Year 4: Feb. 1, 2029 – Jan. 31, 2030
