USPTO PTAG INTENT TO SOLE SOURCE- MAINTENANCE FOR DATALOGICS

The United States Patent and Trademark Office (USPTO), has a requirement for procurement of Datalogics Adobe PDF Library (APDFL) and Form Extension (FE) Software Development Kit (SDK) licenses, maintenance and support for PBCMS, Event Hub. The USPTO intends to award a contract on a sole source, firm fixed price contract to DataLogics. For this procurement, the USPTO is exempt from the Competition in Contracting Act (CICA) as the subject requirement is being procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C. 2(b)(4)(A). To make this sole source determination and in accordance with PTAG 6.1.1 (b), the USPTO conducted market research which included online research and Patents SME research. USPTO identified Datalogics as the only software that contains Demonconverter as a basic tool that OEMs can use to develop specific client software that includes individual printing system features.

As a result, per PTAG 6.1.1 (d) the USPTO intends to negotiate and award a firm fixed price contract with Datalogics to provide the required quality conversion of Encapsulated PostScript (EPS), JPEG, XFA, BMP, TIFF, PNG and PPML files to PDF streams. This requirement utilizes NAICS code 511210 and has a period of performance of September 06, 2025, through September 05, 2028, with an estimated value of $86,964.00.  The anticipated award date is September 1, 2025.
