    United States Special Operations Forces (USSOCOM) is conducting market research in accordance with FAR 15.201. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). The government is still in the early acquisition planning stage and all activities at this time are considered market research. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This Sources Sought Notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any Government assessments. The information received will be utilized to assist in formulating the acquisition strategy. No proprietary, classified, confidential, or sensitive information should be included in your response. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this announcement and information submitted in response to this Sources Sought will not be returned. The information obtained through this Sources Sought is to obtain market information and capabilities. Responses will assist the Government in determining potential responsible sources and determining appropriate strategies to meet the Agency's requirements. PURPOSE: USSOCOM Special Operations Forces, Acquisition, Technology & Logistics (AT&L), Program Executive Office-Fixed Wing (PEO-FW) has successfully completed a prototype Other Transaction (OT) for a Small Cruise Missile (SCM) that meets the Government’s threshold performance requirements. A prototype vehicle from this effort successfully demonstrated the ability to eject from a SOF C-130 and achieve a flight distance greater than 400 nautical miles. The purpose of this market research is to determine if any other sources possess a solution with comparable or superior capability that could be delivered to the warfighter without incurring substantial duplication of cost or unacceptable delays in fulfilling the agency’s requirements. This information will be used to inform the acquisition strategy for the production and spiral development of the SCM. INFORMATION REQUESTED: Interested parties are requested to submit a white paper that directly addresses the following points. Claims should be substantiated with clear evidence (e.g. test reports, existing system documentation). Current Capability: Describe your existing, demonstrated system that meets or exceeds the “Basic Characteristics” listed below. Explain the current Technology Readiness Level (TRL) of your proposed solution. Schedule & Time to Delivery: Provide a high level Integrated Master Schedule (IMS) for your solution to achieve TRL-8 and deliver the first production-representative unit. Provide rationale and identify the key drivers of your schedule Non-Recurring Engineering (NRE) & Cost: Provide a Rought Order of Magnitude (ROM) for any NRE costs the Government would have to fund to bring your solution into production. Justification for Investment: Given the existence of a successfully demonstrated prototype that meets the Government’s needs, what is the compelling rationale for the Government to invest in and qualify a different solution? BASIC CHARACTERISTICS: Submitters should clearly indicate capability to design and manufacture an air-launched vehicle that has the following basic characteristics: Employment method: Demonstrated ejection release from SOF C-130 aircraft, without need of a parachute extraction system, and traveled over 400NM Munition Weight: NTE 225 lbs System Weight (munition and launch container): NTE 350 lbs System form factor (inclusive of launch container): NTE 90 inches length, 12 inches high, 12 inches wide Seeker Assembly: Passive system (limited RF emissions) Warhead/payload weight: NTE 50 lbs Employment Environment: Contested and non-Contested Intra Missile Communications Integrated and Tested with the Battle Management System (BMS) Weapons Data Link ready Must be TRL 8 within 9 months Range: Greater than 400NM Speed: Subsonic @ cruise Cost target: $300,000 per AUR @ qty 1500 Please include the primary, alternate and below POCs in all responses.
