    THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS.

    The intent of this notice is to identify potential offerors.  The Naval Facilities System Engineering Command (NAVFAC) Far East (FE), Resident Officer in Charge of Construction (ROICC) Sasebo, is currently seeking potential sources to perform Utilities Operation and Maintenance (Utilities O&M) at Fleet Activities Sasebo (CFAS), Japan. The Government intends to award 4-months single award Indefinite Delivery Indefinite Quantity (IDIQ) contract comprised of  Non-Recurring Work Items.

    In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

    The requirement for “BOS-Utilities O&M" is to provide the Navy installation utilities operations and maintenance, and port operation services at CFAS Japan. The requirement includes electrical distribution, gas systems, clean water distribution, steam distribution and boilers, sewage systems, compressed air, and saltwater systems. The port operation includes shore utilities support and hotel services. The work requires mandatory Navy Operator Certification Authority (NOCA) for both Operator in Responsible Charge (ORC), and Assistant Operator in Responsible Charge (AORC).   

    The work shall be performed at various Nagasaki prefecture locations and could vary from location to location. Work locations include Main Base and Housing, Dry Dock #2, Akasaki, Iorizaki, Yokose, Hario Housing, Hario- Shima Ordnance, and Maebata Ordnance. 

    Facility Management: Performs planning and work control functions for facility maintenance and repair work including utilities operations support. Facility management provides engineering support and services for the technical library, maintenance and repair planning, cost estimates, and inspection of utilities, equipment, facilities, and other structures. 

    Port Operations: Hook-up and disconnection services to shore utilities outlets or portable equipment for hotel services and shore utilities support to include activation and de-activation of utilities services. Hotel services applies to supply of utilities such as electricity, steam, compressed air, potable water, salt water and demineralized water to vessels. 

    Utilities Operations and Maintenance: 

    (1) Electrical - Operate, monitor and analyze the Electrical Power Distribution Systems to meet the Government, Manufacturer, and Electrical Industry Standards and applicable laws and regulations to maximize system availability, efficiency, reliability, and sustainability. Collect and provide accurate meter readings to facilitate determination of electricity consumption. Reduce line losses throughout the electrical system. Provide multidiscipline engineering, analysis and technical services to operate the electrical transformation and distribution systems, and associated support equipment. Continue to operate and maintain the electrical system during periods of contingencies and recovery operations. 

    (2) Gas - Operate, monitor and analyze the Gas Distribution System to safely distribute quality, reliable gas to meet the Government, Manufacturer, and Industry Standards and applicable laws and regulations to maximize system availability, efficiency, reliability, and sustainability. 

    (3) Wastewater (Sewage) - Operate, monitor and analyze the Wastewater Treatment Plant and Collection Systems to safely treat and collect the wastewater to meet the Government, Manufacturer, and Industry Standards and applicable laws and regulations to maximize system availability, efficiency, reliability, and sustainability. 

    (4) Steam - Operate, monitor and analyze the Steam Generation Plant, Movable Boiler Maintenance Facility, 

    Steam Distribution Systems, and Condensate Return System to safely produce and distribute quality, reliable steam to meet the Government, Manufacturer, and Industry Standards and applicable laws and regulations to maximize system availability, efficiency, reliability, and sustainability. 

    (5) Potable Water - Provide all labor, management, supervision, tools, material, and equipment to continuously operate, maintain, and repair the Water Supply System, Water Pumping Plant and Distribution System located at the U.S. Fleet Activities, Sasebo, Japan. The purpose of the water system is to produce and distribute sufficient freshwater which meets the drinking water quality requirements and satisfies all potable water demands. 

    (6) Compressed Air - Operate, monitor and analyze the Compressed Air Generation Plant and Distribution System to safely produce and distribute quality, reliable compressed air to meet the Government, Manufacturer, and 

    Industry Standards and applicable laws and regulations to maximize system availability, efficiency, reliability, and sustainability. 

    (7) Saltwater - Operate, monitor and analyze the Saltwater Plant and Distribution System to safely produce and distribute quality, reliable saltwater to meet the Government, Manufacturer, and Industry Standards and applicable laws and regulations to maximize system availability, efficiency, reliability, and sustainability.
