THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTATIONS. The Huntington WV VAMC intends to award a 4-month firm-fixed-price contract to Jan-Care Ambulance of North Central W.VA., Inc. This will be a continuation of the current services that Jan-Care offers. The four-month contract will provide contractors and the government with the opportunity to prepare for a competitive solicitation for a long-term, five-year IDIQ contract. The Hershel Williams Williams VA Medical Center (hereafter HWW VAMC), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted ambulance transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT) or Critical Care Transport (CCT) services. The contactor shall make these ambulance services available to the VA as specified in the terms of this contract below. Jan-Care Ambulance is currently providing critical emergency medical and patient transportation services at the Huntington VA Medical Center. Their dedicated team is already in place, ensuring that all services are performed seamlessly and in accordance with our high standards of care. This acquisition is being conducted under Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source: This permits contracting without full and open competition when there is only one responsible source, and no other suppliers or services will satisfy agency requirements. For the short term 4-month contract, Jan Care is the only responsible source to continue services until the long term contract is ready for competition. Interested parties may identify their capability to respond to this requirement to mark.smith25@va.gov. This notice of intent to sole source is not a request for competitive proposals/quotations. The government will consider responses by 12:00 ET August 29, 2025. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
