THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY
The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.
This acquisition provides for the sustainment efforts of the Venom Software Suite and GARMIN G3000 Integrated Avionics System annual product support in support of the Adversary and Specialized Aircraft Program Office (PMA-226), F-5 Integrated Product Team (IPT) for the Department of the Navy’s (DoN) Adversary F-5F+/N+ aircraft. NAWCAD intends to award a Firm Fixed Price (FFP)/Cost Plus Fixed Fee (CPFF) contract to L3Harris ForceX Inc. for an anticipated period of performance to include a twelve (12)-month base period with four (4), twelve (12)-month option periods for continued mission system support.
As the Original Equipment Manufacturer (OEM), Venom’s software design and associated data is proprietary to L3Harris ForceX of which the Government has only limited data rights. The Government has deemed L3Harris ForceX Inc. as the only source with the requisite knowledge, technical capability, and technical data package (TDP) necessary for technical support and configuration management of the F-5F+/N+ mission system and related software. Therefore, L3Harris ForceX Inc. is the only suitable vendor to fulfill the needs of the warfighter for which this contract effort provides support.
The determination to not compete this requirement is solely within the discretion of the Government. Although this notice of intent is not a request for competitive proposal or quotes, interested parties may submit capability statements in writing to the Contract Specialist, Ms. Morgan Lutz, morgan.n.lutz2.civ@us.navy.mil, and Mrs. Catrina Farrell, catrina.m.farrell.civ@us.navy.mil, no later than 11:00AM EST on 08 May 2026.
