This Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's issuance of an Invitation for Bid Package for its construction project entitled, "Village of Lemont Water Main Improvements, Lemont, Cook County, Illinois (USACE Acquisition)."  Provided hereunder is the relevant bid package for bidding purposes.

PROJECT INFORMATION: The project proposed includes water main improvements located on Main Street, from Fourth Street to Walker Road, on Walker Road, from the Franciscan Village service driveway to approximately 500 feet north of Main Street, and also on Singer Avenue, from 250’ south of Peiffer Avenue to Norton Avenue.  The proposed improvements include the construction of approximately 4800 feet of new 12” ductile iron and PVC water main on Main Street and on Walker Road.  The construction on Singer Avenue will consist of the installation of approximately 900 feet of new 8” ductile iron water main, to replace an 80-year-old 6” water main.  The construction of fire hydrants and valves is also included in the work.

ACQUISITION INFORMATION: Competition for this acquisition is restricted to Small Businesses. The North American Industry Classification System (NAICS) code is 237990, with a small business size standard in dollars of $39.5M. The magnitude of cost for construction is estimated between $1,000,000.00 and $5,000,000.00.

The Solicitation (Invitation for Bids –“IFB”) will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Once the package is released into advertisement at this website ("Federal Business Opportunities"), interested bidders may download the full package, includes: specification and drawings files.

At the issuance of this IFB, bids are due prior to 3:00p.m. (Central time) on September 4, 2020.

IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE IFB DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS.

IMPORTANT POLICY:  Bidders are REQUIRED to be registered in the System for Award Management (SAM) AT THE TIME ITS BID IS SUBMITTED to comply with the annual representations and certifications requirements.  Registration can be completed  free of charge at www.sam.gov.
