Market research has determined that these items are highly specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract with an effective date of 01 October 2025 to Roche Diagnostics, 9115 Hague Road, Indianapolis, IN 46256-1025; Unique Entity ID: JDMDFEZBYH36.
This is a Brand-Name Only requirement for Hampton, Durham, Richmond, Asheville, Salisbury, and Fayetteville VAMC laboratories and the South Charlotte HCC, Greenville HCC, Fayetteville FHCC, Kernersville HCC, Wilmington WHCC, North Battlefield HCC, and any new HCC laboratory activation. Roche is the original equipment manufacturer of the Ventana Roche H&E (Hematoxylin and Eosin), IHC (Immunohistochemistry), and Benchmark Ultra Full System and the sole provider for diagnostic substance assays, reagents, and test kits for the equipment in which the VISN laboratories currently own (Asheville, Durham, Hampton, and Salisbury) and leased (Richmond and Fayetteville). Roche has no authorized distributors, and they are the sole manufacturer of the reagents, assays, and test kits. The reagent test cartridges are specially designed and manufactured to only be used with Roche’s instruments and equipment and are the only available test kits available for use on the Ventana H&E 600, Benchmark Ultra, and the Immunohistochemistry (IHC) Special Stainer Testing equipment currently in use in the VISN 6 VA Medical Center laboratories. No other supplies or services will satisfy agency requirements per FAR 13.106-1(b)(1).
