    Description

    SOURCES SOUGHT NOTICE (SSN) THIS IS A Sources Sought Notice ONLY.  The Mission Installation Contracting Command (MICC) Joint Base Lewis-McChord (JBLM), Washington currently intends to award a contract for Education and Vocational Training for prisoners confined at the Northwestern Joint Regional Correctional Facility (NWJRCF).  The NWJRCF prison inmate population is located at 20000 Alder Rd, Joint Base Lewis-McChord, WA 98433.  The contractor shall provide instructors and state approved curriculum for a Barbering Vocation Program to provide prisoners with the knowledge and skills for future employment, preparation for certification, degrees, and licensure.  Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought notice.  In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside. The proposed contract type and any set aside strategy will be determined after proper market research has been conducted.  The Government contemplates awarding an indefinite-delivery, requirements-type contracts with firm-fixed unit prices resulting from the future solicitation.  The Government anticipates requiring an estimated 221 sessions for one year from the Effective Date of Award (EDOA).   This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.  This SSN is not a solicitation and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.  The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.  However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE).  It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.  The NAICS code is: 611511 Cosmetology and Barber Schools.  The SBA Size Standard is $13 Million. BACKGROUND:  The NWJRCF is a medium security correctional facility which houses military prisoners with sentences up to one year. The mission of the NWJRCF is to provide custody/control, education, and vocational opportunities as well as behavioral/mental health programs to prisoners to assist their transition back into the civilian community or return to duty. The NWJRCF houses prisoners in the military correctional system. Prisoners who demonstrate good behavior, desire to learn, who qualify after screening, and with enough time remaining in their sentences may be enrolled in vocational education programs. The prisoners work toward good conduct time and are kept gainfully employed by learning new skills that in turn prepare them for work upon release.  All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with all Federal and State policies and regulations. In response to this sources sought, please provide: 1.  A completed Market Survey Questionnaire Attachment-2. 2.  Identify whether your firm is interested in competing for this requirement as a prime contractor or not.  Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3.  Information to help determine if the service is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 4.  Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns. 5.  Recommendations to improve the Army's Performance Work Statement to acquiring the identified services. 6.  Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solutions.  Also contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@army.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition.  Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Notice.  Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
