    The Regional Procurement Support Office (RPSO) at the U.S. Consulate General in Frankfurt would like to invite your company to submit a proposal for Water Treatment Maintenance Services, on behalf of the U.S. Embassy London, United Kingdom.

    The proposals shall be submitted electronically marked “Proposal 19GE5025Q0114”, 1500hrs Central European Time (CET) on August 15, 2025. The complete offer shall be submitted electronically to Ms. Ielyzaveta Ishchenko; email: IshchenkoIM@state.gov.

    All documents shall be submitted in the Microsoft word or the Adobe pdf format and shall be named / numbered to appear in the e-mail(s) in the correct sequence. The one exception is Attachment 1 Pricing, which shall be submitted as completed Microsoft Excel spreadsheet. The limit per e-mail is 50MB. Zipped files (.zip or .rar) are not permitted.

    NOTE: No proposals will be accepted after the time specified above. Delay due internet connection issues/failure, delay on electronic correspondence transmission or processing will not be an acceptable excuse for late delivery of a proposal. Submission shall be made electronically, i.e., by e-mail.

    A virtual Pre-Proposal conference to discuss the terms and conditions of this solicitation and resulting contract and to explain the Instructions to Offerors for proposal submission will be held on July 23, 2025 at 1100 hrs Central European Time (C.E.T.) via Webex.

    Prior registration is required. Interested offerors shall register for the pre-proposal conference by July 22, 2025 with an email to IshchenkoIM@state.gov.

    Please note:

    • a. All communication and the award documents shall be in English.
    • b. Please do NOT contact the Embassy directly regarding this project.
    • c. Attachment 1 Pricing of the solicitation contains the Microsoft Excel spreadsheet for pricing you need to complete / submit. You may choose the currency of your offer, but we would like to point out that your chosen currency cannot be changed at any later date.
    • d. Please submit your proposal in accordance with the instructions set forth in Section III of the solicitation.
    • e. An active SAM registration is a condition of award (See FAR clause FAR 52.204-13).
    • f. Section V of the solicitation contains the representations and certifications you need to complete / submit.
    • g. Attachment 2 Past Performance – please use this format to submit the requested information.

    Any proposal, modification, or revision that is received after the exact date and time specified for receipt of proposals will be "late" and may not be accepted. An authorized representative of your company must sign all documents, or the offer may be considered non-responsive. In order for a proposal to be considered, you must submit all the documents listed in Section III of the solicitation document.

    The Contracting Officer reserves the right to reject any proposals that deviate significantly from the instructions in Section III and to waive any information or minor irregularities in proposals received. In addition, the Contracting Officer reserves the right to award the contract based upon initial offers received without holding discussions.

    Any questions regarding this solicitation may be directed to Ms. Ielyzaveta Ishchenko at ishchenkoIM@state.gov no later 1500 hrs Central European Time (CET) on July 30, 2025. Offerors may rely ONLY upon written interpretations by the contracting officer.

    IMPORTANT: You are encouraged to utilize the time from receipt of the solicitation to the date of the Pre-Proposal Conference to thoroughly examine all aspects of the documentation available to you, and if necessary, to submit questions to the undersigned in order for the government to supply an appropriate response without undue delay.
