    This is a presolicitation notice only, in accordance with FAR 36.213-2. This notice is for information and planning purposes only and does not constitute a commitment on the part of the Government to issue a solicitation or to award a contract. This notice does not constitute a request for proposal or invitation for bids. There is no requirement to submit a response, and the Government will not provide any funding or compensation for preparation of any responses to this announcement. The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) has a requirement to construct a new Water Treatment Plant (WTP) Annex facility at Naval Support Facility Deveselu, Romania. The facility will consolidate the administration office functions and ultra-filtration equipment, which are currently housed in separate containerized units, into a single building. Additionally, the project will include the installation of a containerized hazardous material storage facility near the new WTP Annex and the existing Water Supply Building (WSB). A sources sought notice (N3319125RF021) for this procurement was posted on 24 February 2025 to sam.gov, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The Government plans to utilize two-phase design-build selection procedures in accordance with FAR Subpart 36.3. Accordingly, proposals will be evaluated in Phase One to determine which offerors will be selected to submit proposals for Phase Two. The Government intends to evaluate proposals and to award a single firm-fixed-price to the offeror whose proposal provides the best value to the Government, considering both technical and price factors. The evaluation factors are anticipated to consist of – Phase One: (1) Technical Approach, (2) Experience, and (3) Past Performance; and Phase Two: (4) Safety; (5) Technical Solution; and (6) Total Price. The total duration from contract award through completion is estimated to be 360 days. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The Government plans to issue a solicitation within the next two months. In accordance with FAR 36.204, the magnitude of this construction project is estimated to be between $5,000,000 and $10,000,000. ***** NOTES: All offerors, including joint ventures, must have an active registration in the System for Award Management (SAM) website (http://sam.gov), at the time of proposal submission and at time of contract award, to be considered for award of any contract resulting from the anticipated solicitation. Any offeror whose registration is not active in SAM at the time of proposal submission (either Phase One or Phase Two) will be excluded from the process and their proposal will not be evaluated. To register in SAM, offerors must have a Commercial and Government Entity (CAGE) code (applicable to U.S. firms) or a NATO Commercial and Government Entity (NCAGE) code (applicable to foreign firms). The SAM requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective offerors to begin the SAM registration process as early as possible. The planned solicitation will be available in electronic format only through the Procurement Integrated Enterprise Environment (PIEE).
