WEST COAST ACCELERATED TRADES TRAINING FOR THE MARITIME INDUSTRIAL BASE

The Navy’s Maritime Industrial Base (MIB) Program Office is seeking industry partners to establish and operate at least one, and potentially more than one, accelerated training site(s). The white paper submission requirements for initial responses to this notice and the process by which any agreements will be made are outlined in this notice.

The Navy’s Accelerated Training in Defense Manufacturing (ATDM) program in Danville, Virginia, delivers intensive, high-throughput workforce training to address critical skill shortages in the maritime industrial base. This effort will adapt and leverage the accelerated training model for at least one West Coast location, providing the critical skill sets and training in advanced technologies needed to support the maritime industrial base, while establishing a process that is repeatable and scalable for future locations.

The West Coast will serve as the next region for establishing an accelerated training facility tailored specifically for the maritime industrial base, expanding program capacity to produce a steady flow of job-ready technicians in high-demand trades. The ATDM program in Danville, VA offers accelerated training in five tracks of learning: welding, CNC machining, additive manufacturing, non-destructive testing, and quality control inspection. The West Coast location(s) may include some or all of these training tracks, but will ultimately train in those skills critical to meet local or regional demand signals. This expansion will strengthen the regional workforce and accelerate the readiness of skilled labor to support Navy and other government maritime and sustainment programs nationwide.

The Navy anticipates executing this effort under Other Transaction Agreements (OTA or Agreements) authorized by 10 U.S.C. § 4022, partnering with one or more participants that meet at least one of the conditions in 10 U.S.C. § 4022(d).

This posting is being made in SAM.gov and will also be posted to other sites to broaden industry awareness.

Interested parties are invited to submit white papers under this notice by October 03, 2025 at 11:59pm EDT.

SECTION 1 – PROBLEM STATEMENT

The Navy is seeking solutions from qualified industry partners that can:

• Identify, establish, and operate at least one and potentially multiple West Coast accelerated trades training sites that meet or exceed current industry standards with maritime-centric focus.
• Deliver high-throughput, accelerated training that directly addresses documented skill shortages in the maritime industrial base.
• Implement “soft skills” training such as resume and job interview workshops to support professional development, improved placement (quantity and into the maritime industrial base), and retention
• Recruit, train, and graduate cohorts of students, across multiple training tracks, ready for immediate employment in defense and maritime industrial base aligned careers.
• Scale operations to meet growing demand, with the ability to adapt training capacity and course offerings to evolving Navy and Department of Defense priorities.
• Coordinate with industry partners supporting Navy maritime industrial base training initiatives to facilitate curriculum alignment, quality control, and data sharing

SECTION 2 – PROCESS

The Government will use a flexible, competitive, and collaborative process to select partner(s).

The Initial White Paper Submission - Interested parties should submit a short summary of their proposed solution along with a rough order of magnitude (ROM) cost estimate. The Government is not prescribing a specific format or page limitation for the written white paper submission. Interested parties may propose multiple solutions or options for the Navy’s consideration. Submissions should focus on:

• Proposed Concept and Location(s) – How the site(s) will be established and operated. Explain why the location(s) of this site will maximize return on investment (e.g., concentration of suppliers, leveraging existing facilities, access to people interested in accelerated training, etc.).
• Intended Outcomes – Training throughput maximization, trades offered, and expected workforce impact.
• Readiness and Timeline – Key milestones from OTA award to launch of the first cohort of trainees into the workforce.
• Estimated Costs – ROM for establishing and operating the prototype site.
• Eligibility – How the interested party or team meets one of the conditions in 10 U.S.C. § 4022(d).
• Prototype Definition – Explain how the effort meets the conditions of 10 U.S.C. § 4022(e)(5)
• Funding Concepts – Any cost share, fund matching, outside capital investment or in-kind contribution – for example, an existing facility – approach that the interested party proposes for this effort.

Iterative Engagement - The Government will review white papers and down-select to a smaller group of respondents for an iterative engagement process, which may include:

• In-depth discussions to refine concepts
• Site visits to proposed or existing facilities
• Demonstrations or presentations on training capabilities
• Requests for updated technical, schedule, and cost details
• Any other information determined necessary

The purpose of this process is to progressively build fidelity in each solution, improving technical approach, cost confidence, and execution planning prior to any OTA(s).

Selection and Agreements –-Any OTA awards will comply with 10 U.S.C. § 4022 and will be based on the totality of information developed through the white paper and iterative engagement, using factors that may include, but are not limited to:

• Ability to meet Navy workforce needs
• Realism of schedule and readiness to execute
• Technical and operational feasibility
• Price/cost reasonableness and affordability

The Navy may make one or more prototype OTA awards as a result of this notice. In accordance with 10 U.S.C. § 4022(f), these awards may include follow-on production awards to address the accelerated training requirement, including potential additional locations and other defense and maritime industrial base training needs.

Interested parties are encouraged to submit white papers prior to the date and time specified in this notice. The Navy reserves the right, but may elect not to, consider white papers submitted after the deadline. It is the interested party’s responsibility to verify receipt of its email submission of its white paper. The Navy email system limits attachments to 10 MB per email and will strip files larger than this size or any with a .zip extension. One email is acceptable as long as it does not exceed 10 MB. If the total submission is larger, interested parties may send it in multiple emails and should number the emails accordingly (e.g., “1 of 3,” “2 of 3,” and “3 of 3”).

SECTION 4 – ADMINISTRATIVE NOTES

Interested Parties selected for OTA award(s) will be required to have a valid CAGE code, Unique Entity ID, and active SAM.gov registration prior to execution of the agreement(s).

Any agreement that provides for a project with total payments exceeding $5,000,000 will include the Comptroller General access clause set forth in 10 U.S.C. § 4022.

The Government reserves the right to use non-Government advisors to assist in evaluations, subject to appropriate restrictions determined by the Government. Submission of a white paper in response to this notice constitutes consent to such non-Government advisors’ participation.

Submission and receipt of a white paper or participation in iterative engagement or the down-select process does not guarantee that an interested party will receive an OTA award. The Government reserves the right to cancel this notice at any time. White paper and like bid and proposal costs will not be reimbursed or considered a direct charge to the Government. Respondents should properly mark any proprietary or competition-sensitive materials submitted with appropriate restrictive markings. Information that is proprietary or competition-sensitive may be protected from disclosure under applicable law only if properly labeled.
