    AMENDMENT 0002, 31 JULY 2026, The reason for this amendment is to extend the solicitation date from 31 July 2026 to 13 August 2026 at 10:00 AM EST. Additionally a deadline for submission of questions has been added at the bottom and will be due by 03 August 2026.

    AMENDMENT 0001, 30 JULY 2026, The reason for this amendment is to extend the solicitation date from 30 July 2026 to 31 July 2026 at 10:00 AM EST.

    1. Project Overview
    The Government is seeking competitive bids from qualified vendors to furnish, deliver, install, test, and place into full operational service a specialized wheel washer. This equipment is mission-essential to support C-130 aircraft mission readiness and squadron-level wheel overhaul operations.
    2. Scope of Work Summary
    The Contractor shall provide all labor, equipment, materials, and incidental services necessary to deliver and install a fully operational wheel washer meeting all technical and physical parameters outlined below.
    Key Objectives
    •    Furnish and deliver a complete wheel washer system.
    •    Perform full installation and operational testing.
    •    Provide complete system commissioning and handoff.
    •    Conduct on-site operational and safety training for Government personnel.
    Technical Specifications & Requirements
    The proposed equipment must meet or exceed the following specifications:
    •    Wash Systems: Must feature a heated wash system, an automated brush cleaning system, and a high-pressure spray cleaning system.
    •    Brushes: Must include C-130-specific wheel and hub cleaning brushes.
    •    Chamber Dimensions: Minimum internal wash chamber dimensions of 26 inches x 26 inches x 26 inches to accommodate the largest C-130 wheel assembly.
    •    Environmental Standard: The equipment must utilize a water-based cleaning solution with no known adverse environmental impacts.
    •    Safety Compliance: The system must comply with applicable industry safety standards for automated machinery and high-pressure cleaning equipment.
    Installation Location
    •    Location: 71st Isochronal Maintenance Facility.
    •    Note: Required electrical services have been pre-installed by the Government and are ready to support integration.
    3. Deliverables and Milestones
    Delivery: Furnish and deliver one (1) wheel washer meeting all specified technical standards in accordance with the attached statement of work (SOW). No Later Than (NLT) 90 calendar days after contract award.
    Installation & Operational Testing: Complete physical installation, electrical hookup, and initial commissioning upon equipment delivery.
    Documentation: Provision of complete operation, maintenance, and safety manuals/documentation at or prior to final system handoff.
    Training: On-site training for Government personnel covering operations, preventive maintenance, and basic troubleshooting scheduled at a mutually agreed-upon date/time after successful installation.
    Final Acceptance: Successful demonstration of complete operational capability and Government safety sign-off upon successful completion of installation, testing, training, and final verification.
    4. Pricing and Quotation Format
    Vendors are requested to submit pricing in a clear and detailed format based on the following guidelines:
    •    Pricing Structure: Firm Fixed-Price (FFP).
    •    Cost Breakdown: Quotations must provide individual line items for:
         1.    The wheel washer unit (including C-130 brushes and initial water-based solution).
         2.    Shipping, delivery, and handling fees to the 71st Isochronal Maintenance Facility.
         3.    Installation, testing, and commissioning labor.
         4.    On-site training and documentation delivery.
    •    Payment Terms: Payments will be processed upon successful milestone delivery or upon Final Acceptance (e.g., Net 30 basis after physical sign-off).
    5. Submission Guidelines
    •    Submission Method: Email proposal to the designated Contact Email listed below.
    •    Deadline: All quotes must be received by 10:00am EST on Thursday, July 30, 2026. Late submissions will not be considered.
    •    Proposal Requirements: Submissions should include a detailed technical description of the proposed wheel washer model (confirming chamber dimensions and wash systems), warranty details, and lead-time confirmation.
    6. Evaluation Criteria
    Proposals will be evaluated on a "Lowest Price Technically Acceptable" basis. The evaluation factors are:
    •    Technical Compliance (Pass/Fail): Must meet all minimum SOW dimensions (26" x 26" x 26"), water-based chemistry, heated/automated wash components, and safety standards.
    •    Price: Total evaluated fixed price.
    •    Delivery Schedule: Ability to meet or improve upon the NLT 90-day delivery milestone.
    •    Past Performance: Vendor's history of delivering and supporting industrial cleaning or aviation ground support equipment.
    7. Terms and Conditions
    •    This RFQ does not commit the Government to award a contract or to pay any costs incurred in the preparation of this quotation.
    •    The Government reserves the right to accept or reject any or all quotes received as a result of this request.
    •    Electrical Compatibility: The Contractor is responsible for ensuring the unit is fully compatible with the pre-installed electrical infrastructure at the 71st Isochronal Maintenance Facility.
    •    The contractor must provide all applicable safety instructions, warning labels, and operating procedures prior to final acceptance.

    Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
