    Description

    (1) INTRODUCTION: The FAA’s William J. Hughes Technical Center for Advanced Aerospace has a requirement for Center Operations and Maintenance Services (COMS).

    (2) CONTRACT TYPE AND PERIOD OF PERFORMANCE:  A single, hybrid, Firm-Fixed-Price (FFP), Cost-reimbursable Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will be awarded. The contract will have a 2-month Transition, a 12-month Base period and six (6) 12-month Option periods. 

    (3) NATURE OF COMPETITION: This is an unrestricted procurement that will be competed using best value tradeoff procedures.

    (4) STANDARD LANGUAGE: This announcement does not obligate the Government to award any effort resultant from this Solicitation/Screening Information Request (SIR). The FAA will not pay any costs associated with responding to or providing a submission in response to this posting. 

    (5) MANDATORY SITE VISIT: A mandatory site visit is scheduled for 9:00 AM Eastern Time on 5 June 2025. As specified in Section L.4 of the SIR, Offerors planning to attend the mandatory site visit must confirm attendance in writing via email to the CO no later than 4:00 PM Eastern Time on 28 May 2025. See SIR for further instructions.

    (6) SUBMISSION OF QUESTIONS: All questions regarding the SIR and all SIR attachments must be submitted in writing via email to the CO no later than 9:00 AM Eastern Time on 2 June 2025. Any additional questions resulting from attendance at the site visit must be submitted in writing via email to the CO no later than 9:00 AM Eastern Time on 10 June 2025. See SIR for further instructions.

    (7) PROPOSAL SUBMISSION: Proposals must be submitted via email to the CO by 4:00 PM Eastern Time on 18 June 2025. Reference “692M15-24-R-00010 COMS [insert Offeror’s Name]” in the email subject line. Offerors are responsible for ensuring that submitted proposals are received by the Government prior to the specified submission date and time. Any proposal received after the specified submission date and time is considered “late” in accordance with AMS 3.2.2.3-14 Late Submissions, Modifications, and Withdrawals of Submittals and will not be evaluated. See SIR for further instructions.

    (8) Notice to Offerors: This notice is provided to all prospective Offerors so they can comply with updated identification requirements and avoid delays in PIV card issuance if determined the successful Offeror. Effective 7 May 2025, the REAL ID Act is in effect. For the purposes of the mandatory site visit only, visitors may use current government-issued photo identification that has an expiration date (i.e., non-REAL ID driver’s license). However, the successful Offeror must comply with REAL ID Act requirements to obtain PIV cards. See AMS 3.14-2 Contractor Personnel Suitability Requirements and AMS 3.14-4 Access to FAA Facilities, Systems, Government Property, and Sensitive Unclassified Information. The FAA will not issue a PIV card to an applicant who is unable to provide identification that meets the REAL ID Act standard for primary identification; see attached REAL ID Acceptable Forms of Identification. 

    (9) SIR ATTACHMENTS: Solicitation 692M15-24-R-00010 is attached below along with all applicable attachments, as outlined in SIR Section J.

    (10) The Acquisition Management System (AMS) applies to Federal Aviation Administration (FAA) in place of the Federal Acquisition Regulation (FAR) and various other provisions of Federal acquisition law.
