The Naval Air Warfare Center Weapons Division at China Lake, CA intends to procure on an other than full and open competitive basis the following items: Windscreen De-Icing Research/Development (Qty 1 Lot). This requirement is sole sourced to Acree Technologies Inc., 1037 Shary Cir. Ste. E, Concord, CA 94518-4700 as the only company with the required, extensive R&D experience/expertise within the field of Indium Tin Oxide (ITO) coatings and Aluminum-doped Zinc Oxide (AZO) coatings that meet the electrical resistance and transmission requirements for heater film used for specific de-icing. Additionally, Acree’s vacuum coating chamber is equipped with magnetron sputtering that is large enough to uniformly coat the necessary, flat coupons. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to yvonne.c.stockwell.civ@us.navy.mil no later than 5 days after the date of publication of this notice, which shall be considered by the agency. The response shall reference solicitation number N6893625Q5105 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.

It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
