This data should be comprised of routing and capacity data of commercial air carriers. Analysts can discover what airlines service particular locations, routing of aircraft flying into and out international and regional airports, and passenger capacity based on the model of aircraft.
This data can help CTC determine potential or likely routing for persons of interest traveling by air, which is particularly valuable in analyzing the deployment of terrorist operatives for external operations. The data can also help inform tailored DHS engagement with industry or foreign partners if select airlines servicing routes more susceptible to terrorist exploitation.
The contractor shall provide access to comprehensive worldwide flight data, refreshed at least weekly, and the analytic tools to process the data and draw conclusions relevant to I&A’s mission. Data and tools must be user friendly and designed to allow users to manipulate, analyze, and easily draw conclusions from the data.
CTC’s objective is to access scheduled flight data so that I&A analysts can track trends and changes in commercial airline schedules, routes, frequencies and capacity for the current month beginning September 2025, one year in the future, and ten years in the past.
