    Description

    The Department of Defense (DoD) Air Force Research Laboratory (AFRL) at Wright Patterson AFB Ohio anticipates awarding a Partnership Intermediary Agreement (PIA) for the Wright Site Technology Transfer and Transition (WST3) Program.  The AFRL is seeking to focus PIA activities in four key areas:  1.  Technology Transfer and Transition (T3):  The Partnership Intermediary (PI) shall assist the AFRL Offices of Research and Technology Applications (ORTA) and other AF organizations with authority to execute technology transfer (T2) activities as designated by the DAF Technology Executive Officer (TEO) in developing collaborative partnerships and interactions with industry and academia to successfully transfer/transition technology between the laboratory and industry/academia.  The PI shall develop a comprehensive plan to increase the transfer and transition potential of technology developed by the Wright Site Technical Directorates as specifically outlined in Attachment 1, Statement of Objectives (SOO) of the solicitation. 2.  Directorate of Small Business (SB):  The PI shall assist the AFRL Directorate of Small Business in developing collaborative partnerships and interactions between AFRL and U.S. Small Business concerns.  The PI shall develop a comprehensive plan to identify opportunities to leverage the innovation potential of small business and entrepreneurs, incentivize transfer, transition, and commercialization, and foster a collaborative environment with small business across AFRL as specifically outlined in Attachment 1, SOO of the solicitation. 3.  AF Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR):  The PI shall assist the AF Small Business Innovation Research (SBIR)/Small Business Technology Transition (STTR) Program in developing collaborative partnerships and interactions with SBIR/STTR awardees.  The PI shall develop a comprehensive plan to increase the transfer/transition of SBIR/STTR-developed technology to industry and AF customers vis SBIR/STTR Phase IIIs as specifically outlined in Attachment 1, SOO of the solicitation. 4.  Science, Technology, Engineering, and Math (STEM):  The PI shall assist the AFRL STEM Program in brokering and facilitating relationships with regional/national educations institutions to expose students to high-value STEM opportunities.  The PI shall develop a comprehensive plan to leverage local, state4, and national efforts to enhance STEM programs, increasing proficiency in the fields most directly related to the AFRL mission as specifically outlined in Attachment 1, SOO of the solicitation.
