The following information is in response to Offeror questions accompanied by clarification. Responses are due by 10:00 AM MST on July 2, 2025. Offeror Question & Answer Q: Incumbent Contractor: Is there a current or previous contractor providing this service, or is this a new requirement? A: The VA is currently in a contractual agreement; this is not a new requirement. Q: Acceptable Property Types: While the solicitation specifies a two-bedroom, two-bathroom apartment, would a fully furnished single-family home located within the 2.5-mile radius, with 24/7 customer service and maintenance support, and all required amenities, be considered an acceptable alternative? A: No, secured parking, onsite management, onsite maintenance are requirements of the contract and therefore, proposed is not acceptable. Q: Are there restrictions or expectations about property ownership versus subleased units (e.g., whether third-party leased units are acceptable as long as all requirements are met)? A: Third party leases are not acceptable. Q: The solicitation mentions a range of required amenities, including cable television, monthly cleaning, and utilities. Is internet/Wi-Fi and regular monthly cleaning enough if all other quality standards and compliance requirements are satisfied? Or is cable TV and deep cleaning specifically necessary? Q: In the Special Standards of Responsibility on page 89, Can you please clarify what the Certificate of Occupancy permit is and how do we obtain/apply for it? A: A certificate of occupancy (CO) is a document issued by a local government agency, such as a building department, that verifies a building, or structure meets all applicable building codes and zoning regulations and is safe for occupancy. It essentially declares the building is fit for its intended use and ready to be occupied. Q: Please advise whether the housing and support peripherals are required to be ready within 7 or 15 days: Section 3.5 of the SOW states, "The Contractor shall be able to provide full housing and support peripherals as outlined below within fifteen (15) days of contract award." Section 3.12.1 of the SOW states, "The Contractor shall provide full access to housing as outlined in solicitation proposals within 7 days of the contract award." A: Occupancy with full amenities and approval by government is 15JULY2025. No later date will be considered.
