Y--SIDNEY SUBSTATION BREAKER REPLACEMENT

NOTE: This will be a Sealed Bidding Solicitation, all responses to this Invitation For Bid (IFB) shall be submitted via FedConnect ONLY. Email proposals WILL NOT be accepted.

The Western Area Power Administration (WAPA, Rocky Mountain Region (RMR) has a requirement for a Contractor to provide labor, materials, tools, equipment, transportation, and other resources necessary to complete this project.

Sidney Substation Breaker Replacement, the contractor will be responsible for demolition and site development, foundations and platforms for substation electrical equipment, installation of three (3) Government-furnished power circuit breakers, installation of three (3) Government-furnished CCVTs and two (2) Government-furnished CCVT support pedestals, and furnishing and installing high voltage bus, grounding system, conduit, and insulated cables.

The principal components of work include the following:
a. Provide demolition and site development.
b. Provide foundations and platforms for substation electrical equipment.
c. Install (3) Government-furnished power circuit breakers.
d. Install (3) Government-furnished CCVTs and (2) Government-furnished CCVT support pedestals.
e. Furnish and install high voltage bus, grounding system, conduit, insulated cables.

From the town of Sidney head north on 13th Avenue from Illinois St (Hwy 30) for 0.4 miles to Cedar Street. Turn left and go 0.3 miles to 17th Avenue (Haskell Hill Road). Turn right and go 0.9 miles to substation on the right. Note Sidney 230 (Tri-State) is the southeast portion of the yard, with Sidney 115 (Western) toward the northwest.

The anticipated period of performance is 365 calendar days after Notice to Proceed. The estimated magnitude of construction is Between $500K and $1M. FAR Part 14 is being utilized for this requirement. The solicitation will be issued as a 100% small business set-aside. The applicable NAICS Code is 237130; Size Standard is $45.0M.

NOTE: The Buy American Act applies to the solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed. Bidders must identify any non-domestic materials (not manufactured in United States) included in their bid. Please check with your suppliers and subcontractors to verify whether or not their quotes include non-domestic material.
