YAZOO BACKWATER BASIN MITIGATION BANK CREDITS

Notice-of-Intent to award on a Sole-Source Basis to Ducks Unlimited, Inc.  for Mitigation credits representing up to 27,706 functional units located in the Yazoo basin watersheds to compensate for unavoidable habitat losses caused by the future construction of the Yazoo Backwater Pumping Plant Project

The U.S. Army Corps of Engineers, Vicksburg District Contracting Office intends to solicit and award on a sole source basis under the authority of FAR 6.302-1 to Ducks Unlimited, Inc., CAGE Code 31AA7. The resultant contract will be a firm fixed priced, Indefinite Delivery Indefinite Quantity (IDIQ) Stand Alone Task Order Contract (SATOC) with a 5-year ordering period.  This requirement is for mitigation credits representing up to 27,706 AAHUs , comprising of 27,354 Average Annual Functional Capacity Units (AAHFC) and 352 Average Annual Habitat Units (AAHU), located in the Yazoo basin watersheds to compensate for unavoidable habitat losses caused by the future construction of the Yazoo Backwater Pumping Plant.  All mitigation requirements must be met before construction can start. Based off the responses received from the sources sought notice and market research conducted, the Contracting Officer has determined that only one source can provide the volume of mitigation credits required. 

This Notice of Intent is not a request for competitive proposals.  There is no solicitation document.  No Request for Proposals will be issued.  A copy of the sole source justification prepared using the format at FAR 6.303-2 will be posted with the award notice.   All information received within (14) calendar days after date of publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received.  The NAICS code for this procurement is 523910-Miscellaneaous Intermediation with a small business size standard of $47 Million.
