    Solicitation: 36C25225R0036 Project: 57825-003 Replace Elevators B200 Place of Performance: Hines VA Hospital 5000 S. 5th Avenue Building 200 Hines, IL 60141-5000 The action is a pre-solicitation notice of a forthcoming, Request for Proposal construction solicitation for Project 57825-003 Replace Elevators B200. THIS ACTION IS A 100% SERVICE-DISABLED, VETERAN-OWNED, SMALL-BUSINESS SET-ASIDE. Building 200 at the Hine VAH was completed in 1971 and serves as the primary healthcare facility on Campus. The building contains eight (8) traction and seven (7) hydraulic elevators in varying conditions. Some of the equipment has been modernized in the 1980 s and 1990 s but overall, the equipment is in average to poor condition and operating at its useful life expectancy. The primary objectives of this contract are to furnish all labor, materials, equipment, tools, and qualified supervision necessary to complete the following: CLIN 1: Renovate all 5 passenger elevators, P1-P5, and all 3 service elevators, S6-S8, in Building 200. Renovate the Elevator Penthouse, Room 1700. Ensure all 8 elevators and associated support equipment comply with the latest codes and standards. CLIN 2: Renovate the first-floor elevator lobby and construct a wall separating the passenger and service elevators. CLIN 3: Renovate the basement and 2nd to 14th floor elevator lobbies. CLIN 4, demolish the six elevator penthouse AHUs and replace with new. All work must be coordinated in a manner of performance least likely to interfere with the daily operations of the hospital. The Independent Government Estimate for the construction phase of this project includes the following breakdown. Elevator 36% General Construction (architectural, structural, 12% civil, demolition, finishes, etc.) Electrical, telecom, security 9% Fire Protection 3% Mechanical 1% Plumbing < 1% The contractor shall complete all work including submittals, reviews, quality assurance, and closeout no later than 730 calendar-days from the Notice to Proceed (NTP). Contractor must plan accordingly to maintain the contractual period of performance. This schedule includes submittals, submittal reviews, material lead-time, installation, testing and balancing, punchlist inspections/ corrective action, training, and standard closeout. This project is classified under NAICS Code: 238290 (Other Building Contractors) with a small-business size limit of $22 Million. IAW VAAR 836.204, the magnitude of construction for this work is between $10,000,000 - $20,000,000 Part 836 - Construction and Architect-Engineer Contracts - Office of Acquisition and Logistics (OAL) (va.gov). In accordance with FAR 19.301-1, at the time the offer is submitted and prior to award of any contract, the offeror must represent to the contracting officer that it is a Small Business concern under the North American Industry Classification System (NAICS) code assigned to the acquisition. Additionally, all eligible firms must be registered and current in the System for Award Management (SAM) database to be evaluated and eligible for contract award.
