THIS IS THE OFFICIAL INVITATION FOR BIDS (IFB). THIS IS A TOTAL 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. In accordance with Public Law 109-461 and VAAR 819.7003 (b), bidders must be registered and certified in the Veteran Small Business Certification (VetCert) at (https://veterans.certify.sba.gov) as a SDVOSB. Only bids from verified SDVOSB s at VetCert database at the time of bid submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. The applicable North American Industry Classification System (NAICS) code is 236220, Maintenance of Other Hospital Buildings, with the applicable small business size standard of $45,000,000.00. In accordance with VAAR 819.7003(b), the bidders must represent to the Contracting Officer that it is a small business concern under the NAICS code assigned to this acquisition. In accordance with VAAR 836.204 and/or FAR 36.204, the magnitude of construction for this project is between $2,000,000.00 and $5,000,000.00. The Department of Veterans Affairs (VA), Black Hills VA Health Care System (BHVAHCS), Hot Springs VA Medical Center (VAMC), located in Hot Springs, South Dakota, is issuing an IFB in accordance with the procedures set forth in Part 14 and 36 of the Federal Acquisition Regulation (FAR). Network Contracting Office (NCO) 23 intends to award a single, firm fixed-price contract for completion of construction Project Number: 568A4-22-205, Upgrade Nutrition and Food Service (NFS), at the BHVAHCS in Hot Springs, South Dakota. Further details of all dates, events, and locations, including site visit and bid due date, is available in the IFB. The Hot Springs VAMC currently has a need to renovate the existing kitchen and serving area of Building 2. The kitchen will be upgraded with new finishes, HVAC, plumbing and electrical systems. A combination of new and existing kitchen equipment will support the kitchen to function as a standalone facility with the capacity to serve three (3) meals per day for 100 residents. Within the food production area, the project will include the addition and removal of existing walls to support the new kitchen layout. The work will include a new lay-in ceiling, new flooring and wall coverings. A new pad for condensing units will be located outside the East side of the building. Construction shall be completed according to the construction documents and specifications. The Period of Performance (PoP) for this work is 180 calendar-days from issuance of Notice to Proceed (NTP) and is non-negotiable. A Notice to Proceed issuance date will be coordinated between VA and Contractor following award. The Contract Opportunities website is the only official location to obtain IFB information and documents. These documents include complete details of the IFB and project requirements. A bidders list will not be maintained. Hard copies of any documents regarding this project will not be mailed or made available outside of this web site. All prospective bidders must have a Unique Entity Identifier (UEI) and must be registered and active in the SAM database (http://www.sam.gov).
