PRE-SOLICITATION NOTICE Subject: Repair Water Tanks Deficiencies Location: VA Caribbean Healthcare System (VACHS), San Juan, PR Proposed Solicitation Number: 36C24826R0075 POC: Ray Santana, email: ray.santana@va.gov This requirement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). General Description: The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8, VA Caribbean Healthcare System (VACHS) has a requirement to perform repairs and rehabilitation of potable water storage tanks as identified in the API 653 Inspection Reports. All work shall be executed in compliance with the latest versions of AWWA D100, AWWA D102, AWWA C652, API 653, and all applicable OSHA, federal, state, and local regulations. The tanks are used for potable water storage, and all repair, coating, and disinfection work must maintain water quality integrity. Contractor shall perform corrosion removal and steel repairs as identified in the inspection reports. Remove defective steel plates or sections exhibiting loss of structural integrity. All repairs shall be completed with steel plate meeting ASTM A36 or equivalent. Steel repairs shall be inspected by a licensed structural engineer. Weld inspections shall include visual inspection and non-destructive testing (NDT) as required by API 653. The contractor shall replace deteriorated and corroded bolts as specified in the inspection reports. All replacement bolts, nuts, and washers shall be stainless steel or galvanized, meeting AWWA and ASTM standards. Torque bolts to manufacturer s specifications. The contractor shall complete the work required within 730 calendar days from receipt of Notice to Proceed (NTP) in accordance with the construction drawings and specifications prepared by an independent Architect-Engineer firm. The solicitation will be issued on or about 02/12/2026. All information for this solicitation will be posted on the SAM.gov website at www.sam.gov. All interested firms must be registered in the System for Award Management (SAM.GOV). Important Notice: Prior to submitting a proposal under SDVOSB set-aside solicitation, offerors must be registered in the System for Award Management (SAM.GOV) and certified in the SBA Veteran Certification site https://search.certifications.sba.gov/ as an active SBA SDVOSB certified. A joint venture may be considered an SDVOSB concern eligible under the SDVOSB Program if (1) The joint venture qualifies as small under 19.201-1(b)(1); (2) The managing SDVOSB joint venture partner is designated in SAM as an SDVOSB concern certified by SBA; and (3) The joint venture complies with the requirements of 13 CFR 128.402.
