    Description

    Pursuant to Section 3.05 of the PPB rules, the Mayor’s Office of Criminal Justice is requesting a Sole Source Contract with University of Cincinnati Research Institute (hereinafter “UCRI”) through its authorized subcontractor, the University of Cincinnati Corrections Institute (hereinafter “UCCI”), for the Supervised Release Program (hereinafter “SRP”) for the contract term of July 1, 2023 through June 30, 2025 for a total contract value of $94,575.00. The Mayor’s Office of Criminal Justice (MOCJ) intends to enter into a sole source contract with UCCI to conduct Effective Practices in Community Supervision (hereinafter “EPICS”) trainings in furtherance of SRP’s upcoming Intensive Case Management Pilot Program (hereinafter the “ICM Pilot Program”). One core component of the ICM Pilot Program is UCCI’s EPICS training. Using the EPICS model, UCCI teaches case managers how to apply the principles of effective intervention and core correctional practices to community supervision practices and client sessions. In doing so, the EPICS model helps people such as parole and probation officers improve their targeting of criminogenic needs of medium to high-risk clients using cognitive-behavioral interventions. With this knowledge, case managers will be better equipped to handle the high needs of the ICM Pilot Program participants so that these participants can better work through their behaviors and choose healthier ones that lead to long-term change.   This is a Sole Source Contract because vendor is the sole owner and proprietor of the copyright in the EPICS model, UC’s associated manuals, trainings, and E-learning programs.
