Pursuant to Procurement Policy Board Rule Section 3-05, New York City Emergency Management (NYCEM) intends to enter into a sole source agreement with the vendor Absorb Software, Inc for the support and Maintenance of the Learning Management System. Absorb Software Inc, is the sole source provider of the Absorb LMS. Absorb Software Inc does not permit the re-sale or re-distribution of its proprietary Absorb LMS, a wholly company owned proprietary internet-based software application for the administration, documentation, tracking, and reporting of training programs, classroom and online events, e-learning programs, and training content. Absorb has been a great working partner, providing the exact services we need at a fair and reasonable price. To change systems at this time would be very disruptive and would impact our ability to provide critical just in time training for an emergency. Additionally, changing the system would involve a lengthy and complex migration process of all the current information and content on the Absorb system to a new system. This process could take months to complete, with no guarantee that all the content can be migrated to the new system and NYCEM would have no working learning management system available to us during this time period and this would impact our agency’s mission. Any firm which believes is qualified to provide such services is invited to do so.
