ADVERTISEMENT FOR BIDS railway development for south industrial park FOR THE CITY OF PRATTVILLE, ALABAMA BID NO. 026-005 Sealed bids for the Railway Development for South Industrial Park in partnership with Owens Corning, 925 Bowen Way, Prattville, AL 36067, will be received by the City Clerk of the City of Prattville in the Council Chambers at City Hall, 101 W Main St, Prattville, AL 36067, until 2:00 p.m. CST on Tuesday, July 14, 2026, at which time publicly opened and read aloud at said location. The principal items of work are rail build per the Owens Corning Contract #8 ballast, ties, and rail for greenfield manufacturing site per drawing plan set. To be eligible for consideration, bids must be submitted on a complete original proposal made available by IMEG Engineering Group. Bid documents (including drawings, plans, specifications, and proposals) may be accessed by emailing Nick Schiavone at Nick.Schiavone@owenscorning.com for a link to the bid package. Note in the subject line of the email “Owens Corning Railway Development Package”. Documents published through this procedure are the only documents endorsed by the company. The company retains ownership and copyrights of the documents. No bid documents will be distributed later than 24 hours prior to the scheduled opening of bids. Any and all RFIs regarding the bid documents shall be submitted to Gregory Boschert at Gregory.Boschert@owenscorning.com, no later than June 26, 2026 by 5:00 p.m. EST. All subsequent RFI responses to be provided to all bidders no later than July 6, 2026 by 5:00 p.m. EST. The company will not accept inquiries via telephone or fax. The successful contractor shall be responsible for coordinating and maintaining schedule alignment with the Owens Corning Construction Schedule, as defined in Specification 01 50 00 – Owner’s Construction Schedule, for all activities within their scope of work. This includes coordination with the Owens Corning project team and all subsequent contractors to ensure proper sequencing and overall project integration. Bidder Qualification – Railroad Work Authorization This Project includes work within and/or affecting CSX Transportation (CSX) infrastructure. Accordingly: All Bidders shall be currently qualified, approved, and authorized by CSX to perform such work. Bidders shall submit with their Bid documentation demonstrating current CSX qualification and approval status. The Owner reserves the right to verify such qualifications directly with CSX. Any Bid submitted by an unqualified contractor, or a contractor unable to demonstrate such qualification to the Owner’s satisfaction, shall be deemed non-responsive. The successful Bidder shall maintain such qualification for the duration of the Project. Use of subcontractors for railroad work shall be limited to firms that also meet these requirements. The City will collaborate in good faith with Owens Corning and Owens Corning’s contractor to undertake the design and construction of the New Rail Line, and to expend such funds on the construction of the New Rail Line. The City assigns its contract rights for the construction of the railway to Owens Corning following evaluation of bids through the City bid process and award of bid issued to the contractor as recommended by Owens Corning under the general terms and conditions of Owens Corning. A certified check or Bid Bond payable to the City of Prattville, Alabama, in an amount not less than five percent (5%) of the amount of the bid, but in no event more than $10,000.00, must accompany each of the bidder's separate sealed proposal. Check or bid bond shall be provided as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fourteen (14) days after notice of award of Contract to them. The successful bidder will be required to submit a 100% performance bond and a 50% payment bond. Performance and Payment Bonds shall be from an approved surety company holding a permit from the State of Alabama to act as surety. Contractors are required to apply for and pay all permit fees and maintain an appropriate business license for business operation in the City of Prattville. Each bidder must be licensed as a Contractor in the State of Alabama in accordance with provisions of Chapter 8 of Title 34 of the Code of Alabama, 1975, as amended, and must submit with this bid satisfactory evidence of such license. The City of Prattville is an equal opportunity employer.
