    Description

    The Project is located on Route 101, in the County of Monterey, from Main Street overcrossing in the town of Chualar at PM 76.55 to 0.56 miles south of Airport Blvd overcrossing in the City of Salinas at PM 85.04. The project proposes to convert the segment between project postmiles from existing expressway condition to a full access control freeway; including relocating/reconstructing the existing Chualar and Abbott Street interchanges with separated-grade railroad crossings and constructing new local frontage roads east and west of the highway mainline connecting the reconstructed interchanges, to provide continued access to adjacent properties. A more detailed description of the Project is contained in Appendix A. The estimated cost of this CMGC Project (in 2026 US dollars) is $378 million for construction capital and $48 million for Right of Way capital (including utility relocation). 2.  Procurement Schedule Final Date for Receipt of Proposers Questions - 06/15/2026 SOQ Due Date for Electronic and Hardcopy Submittal - 07/01/2026 Notice of Short List - 09/23/2026 Proposer Interviews - 10/08/2026 Anticipated Ranking Determination - 10/16/2026 4.2 Quantities, Due Date, Time, and Location: One original and an electronic submittal of the SOQ shall be provided.  The original shall be identified on its front cover, in the upper right-hand corner as (Original). All SOQs shall be received by 3 p.m. Pacific Time on the day specified in Section 2.- Procurement Schedule, unless modified by Addenda. Please refer to the RFQ attachments for licensing requirements for this contract. Unfortunately, the Department does not have a plan holders list of available proposers, nor does it have a way of identifying companies or entities that may have downloaded the project documents for teaming purposes. It is the responsibility of the consultants/subs/vendors to identify teams that may be submitting an Statement of Qualification's. The Department will allow the use of text with font size smaller than 12-point for only charts, tables, exhibits, and other illustrative and graphical information.
