    Description

     Relationship Abuse Prevention Program (RAPP) RFx, EPIN 06925P0006: The City of New York has a longstanding and on-going commitment to the prevention of dating violence and the building of healthy relationships and communities. This includes funding the Teen Relationship Abuse Prevention Program (Teen RAPP), which operates in approximately 40 middle and high schools throughout New York City, and the Early Relationship Abuse Prevention Program (E-RAPP), which operates in approximately 100 middle schools throughout the City. Teen RAPP places social workers from contracted community-based providers in schools to deliver a comprehensive array of teen dating violence services including prevention education, intervention counseling, staff development, and community outreach. E-RAPP offers classroom workshops, professional development for school staff and administration and training for parents, with the purpose of engaging the entire school community in an effort to prevent and disrupt dating and other forms of school- and gender-based violence. This solicitation aims to combine these two programs into one unified program, the Relationship Abuse Prevention Program (RAPP) that provides developmentally appropriate prevention education to middle school and high school students as well as interventive clinical support and activities aimed at school culture change and community engagement. We anticipate that with the funding allocated in this RFx, the program will expand to reach at least 150 public middle schools and 50 public high schools. The City’s Relationship Abuse Prevention Program (RAPP), which serves both middle school and high school students, will be administered by the Mayor’s Office to End Domestic and Gender-Based Violence (ENDGBV) in partnership with the New York City Department of Social Services/Human Resources Administration (DSS/HRA) beginning with this solicitation. ENDGBV will also partner closely with NYC Public Schools, to support RAPP by assuring school participation; providing material resources such as office space, desks, and phones as necessary; and committing to collaborative work that is critical to the continued success of RAPP. Contract Service Term: 7/1/2025 - 6/30/2028 Amount of RFP Early RAPP Budget $5,776,200 Teen RAPP Budget $12,240,000 25% Allowance $4,504,050 RAPP Total $22,520,250.
