The actual number of emergency shelter beds funded may vary based on facility configuration of proposal(s) submitted. As defined by the New State Office of Children and Family Service (OCFS) a DV shelter is a residential facility:organized for the exclusive purpose of providing temporary shelter, and emergency services and care to victims of domestic violence and their children, if any." It is anticipated that no less than two contracts will be awarded through this RFx. For the purposes of this open-ended Requewst for Proposals (RFP)/RFx, only proposals that include beds in an emergency DV shelter for both Domestic Violence Survivors with childre as well as single adult survivors will be considered. Recent NYC Domestic Violence Hotline data spanning 2019-2021 found that adult Dv survivors with no minor childre were consistently the largest group requesting shelter - with close 2,750 calls made in 2021 alone - but were the lowest group with successful admittances to DV shelters. This RFx aims to help address this need within the DV survivor community.This is an open ended RFP for Emergency Shelter and Support Services for domestic violence survivors, 94 Emergency Shelter Beds. Two contracts will be awarded with a minimum of 21 beds per site. Estimated Five year Procurement Value: $20,069,646.34. Contract Service: 7/1/2025 - 6/30/2030. Procurement is a Request for Proposals (RFP)/RFx under PPB Rule 3-03 and will be done in accordance with HHS Accelerator rules under PPB Rule 3-16.To respond to this Human/Client Services RFx, organizations must have an account and an approved HHS Prequalification Application in PASSPort.
