    Description

    Sealed bids for the 127 Main Street Restoration Project will be received by the City of Laurinburg at the City Hall, 303 W. Church Street, Room 221, Laurinburg, NC 28352 until 2:00 p.m. local time on Tuesday, April 28, 2026, at which time the bids received will be publicly opened and read aloud. Bids will be evaluated with the intent of awarding a contract to the lowest, responsive, responsible bidder, taking into consideration quality, performance, and time specified in proposals for the performance of the contract. This project will be funded with grant funds received from the N.C. Department of Commerce’s Rural Transformation Grant Fund and Rural Grant Programs Fund and must be completed by the end of 2026. The project consists of 2,900 SF interior upfit for a brewing company tenant, including new PME systems and sprinkler alterations, in an existing ~11,500 SF two story masonry building located in Downtown Laurinburg, NC. In addition to the upfit, the scope includes structural repairs, new storefront at brewery, exterior plaster repair, and a new exterior stair/ramp entrance. Bidding Documents may be viewed and ordered online by registering with Duncan Parnell via their bid room at https://bidroom.duncan-parnell.com/. Registration with Duncan Parnell is required to obtain the bid documents and be added to the official Plan Holder’s List. Addenda will only be notified to those buying full sets from Duncan Parnell via their bid room. The cost of bid documents and shipping is non-refundable. Owner and Architect will NOT be responsible for copies of the bid documents obtained from sources other than from Duncan Parnell. Each proposal shall be accompanied by a certified check or bid bond in the amount of not less than five percent (5%) of the amount of the total of the itemized bid in the form and subject to the conditions provided in the Instructions to Bidders. A pre-bid site walk-through with the Architect will be held on Friday, April 10, 2026, from 11:00 a.m. to 1:00 p.m. local time. The building will also be open for contractor walk-through on Tuesday, April 14, 2026, from 10:00 a.m. to 1:00 p.m. local time.
