General work description:
Tuolumne County is seeking an experienced development partner to transform the County-owned property at 136 Columbia Way in Sonora into permanent affordable veterans housing. This facility was purchased using the County’s Opioid Settlement Funding for the purpose of delivering stable, long-term veterans housing in Tuolumne County.
The selected proposer will acquire, rehabilitate, and operate the site while coordinating closely with County departments and community partners to provide on-site services, behavioral-health connections, and tenancy support. The development will be 100% affordable, restricted to households at or below 75% Area Median Income (AMI) with at least half of the housing units affordable to very low income households, as defined in Sections 50079.5, 50093, and 50105 of the Health and Safety Code, and designed to integrate seamlessly into the County’s broader homelessness response system. Additionally the winning proposer may have the ability to access opioid funds for renovations and/or operations
Through this Request for Proposals, the County aims to identify a qualified organization with the vision, capacity, and experience to deliver a feasible, service-rich housing solution that produces measurable, long-term outcomes. This project offers an opportunity for partners to play a meaningful role in advancing homelessness solutions in a rural community while leveraging public funding, strong local collaboration, and a clear pathway to implementation.
The RFP process allows the County to evaluate proposals based on project feasibility, depth of affordability, supportive services capacity, and long-term financial sustainability, while maintaining compliance with the Surplus Land Act for exempt property (GOV § 54221(f)(1)(A)).
The County intends to select a qualified proposer through this competitive process and proceed with good-faith negotiations. Any development resulting from this solicitation will be subject to Opioid Settlement funding conditions, Surplus Land Act exemption requirements, deed restrictions, and County monitoring and reporting obligations. Any recommended award must be submitted to HCD for review and approval as well as comply with all Opioid Settlement Funding requirements.
