The City of Boulder City, NV, issues an RFP for long-term leases of city land for utility-scale solar power and battery energy storage projects. Preference is given to projects including battery storage. Fees include base rent per acre plus a per MW storage fee, supporting municipal services.
The City seeks to promote the beneficial use of undeveloped land for solar power generation and battery energy storage. The objective of the City in issuing the RFP is to aid and encourage the development of uses that use negligible amounts of water or effluent within the Eldorado Valley. The City has the ability to enter into a long-term lease for the use of the city property for the generation of electricity. A utility-scale photovoltaic solar generation and battery energy storage or similar technology is the anticipated development on this site. Preference will be given to those Proposals that include battery energy storage as part of their Project. --- Q&A --- Q1: RFP protocol documents list a MW Fee per MW Installed Capacity. Can you please elaborate on what this fee is for? Can you please provide a range of typical fee amounts? A1: The City charges as an additional compensation fee a per MW of storage in addition to the base rent. For example, if a 10 acre site with a rent rate of $2,500/acre that has 100MW of storage on site would pay the following rent: 10 acres x $2,500/acre = $25,000/year + 100MW of storage x $2,000 = $200,000 = Total First Year Payment $225,000 Second, third, fourth years and beyond would increase based upon the escalator in the lease. The escalator applies to both the base rent and the storage fee per MW. The revenues received are deposited into the City’s operating funds and are used for the general operation of the municipality – which includes Police and Fire services. Note that the per MW storage fee is an example of the fees most recently negotiated for storage. The RFP document lists the minimum acceptable fees that would be considered. Respondents are free to propose a higher rate (*for both the base rent rate per acre and/or per MW of storage fee), but not less. Submitted: 1/29/2026 12:00:22 PM (PT) Q2: Boulder City mentioned they hold a Section 10 take permit with USFWS. Could the City please share the details of that permit? A2: The Clark County Desert Conservation Program (part of the Environment and Sustainability Department) manages the Section 10 take permit and Habitat Conservation Plan (HCP). Please visit their website for more information on the HCP requirements and other useful information about the Section 10 take permit. Please advise! A3: The City is not asking for electrical plans. At some point, whomever is awarded the lease will produce them as a part of their preconstrcution activities. Submitted: 1/20/2026 09:31:09 AM (PT) Q4: Hello. I am reviewing your land RFPs #2025-07 (Black Hills Site) and #2025-21 (Droneport Way Site) and have two follow up comments: 1. Both RFPs are missing the Definitions exhibit. 2. Section 2.1 references two maps for each RFP, but only one was provided and the offered sites are cut off. Could you please send the Definitions exhibit and the complete site maps for each RFP? Thank you. A4: See Addendum 1 for answer Submitted: 12/18/2025 02:21:34 PM (PT)
