    The New York State Department of Transportation is assisting CDM Smith NY, Inc., in the selection and retention of Subcontractors to provide Special Access Inspection Equipment and Skiff Support Services for Consultant Inspection Teams throughout NYSDOT’s Region 1, under Contract No. D042087 PIN 1B26.02. The selected Subcontractor will be required to provide all labor, materials, and equipment for Special Access Inspection Equipment and Skiff Support Services as noted on the “Access Equipment Need Details” document found in the bid package, for a multitude of bridges, located in Region 1 (Albany, Essex, Greene, Rensselaer, Saratoga, Schenectady, Warren, and Washington Counties) in the State of New York. The required inspection access inspection equipment and skiff support services will assist CDM Smith NY, Inc. personnel, or their authorized designee, with the inspection of said bridges. Required Experience: As the safety of human lives is at risk, the Subcontractor shall have had a minimum of five (5) years documented experience in the safe operation of special access inspection equipment and skiff support services as well as certification of training on said equipment. Equipment operator (s) must be able to communicate in a clear and effective manner. Interested parties may receive a BID package from: Mr. Derek McDonagh, at the CDM Smith NY, Inc. New York office, 3 Lear Jet Lane, Suite 100N, Latham, NY 12110, which explains in more detail the nature of the work, requirements and conditions needed to successfully complete this assignment. The project duration is from the beginning of the Contract (anticipated in April 2026) until December 31, 2027. It should be noted that the majority of the work will be performed from May through December of each year with minimal or uncertain amount of work anticipated during the winter months and after December 31, 2027. The number of workdays required to provide inspection access equipment and skiff support services per week will vary from zero to five (0 to 5) days. As many as two (2) or more UBIU’s and skiff vessels may be required to work simultaneously at any time during the Contract. Also, full, and partial day and nighttime operations may be required to complete the work as well as limited weekend work. CDM Smith NY, Inc. has a prime contract with the NYSDOT, Contract No. D042087. All applicable provisions of the prime contract apply to the subcontract. CDM Smith, Inc. reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. Permits – The Subcontractor will procure all permits necessary to perform work, including, but not limited to temporary special hauling/overweight permits. As noted previously, proposals must be received at the offices of CDM Smith NY, Inc., 3 Lear Jet Lane, Suite 100N, Latham, NY 12110 no later than 11:00 AM on April 24, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 11:00 AM on April 24, 2026, and read out loud in the offices of CDM Smith NY, Inc., 3 Lear Jet Lane, Suite 100N, Latham, NY 12110, or on a conference call in a virtual environment with an audio recording by Mr. Amodh Nirala, e-mail: niralaak@cdmsmith.com. A representative of NYSDOT may be present. Attendance at CDM Smith NY, Inc., 3 Lear Jet Lane, Suite 100N, Latham, NY 12110 by a representative from each of the prospective bidders is encouraged but not mandatory. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by mail. Until a contract is approved, contact with any other NYSDOT or CDM Smith NY, Inc. employee concerning this project should not be made unless otherwise directed by the Office of Contract Management. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
