The New York State Department of Transportation is assisting Stantec Consulting Services Inc., in the selection and retention of a Subcontractor, to provide Work Zone Traffic Control & Access Equipment Rental for Consultant State Inspection Teams throughout NYSDOT’s Region 11, under Contract No. D042091, PIN XB26.02. The selected Subcontractor will be required to provide all labor, materials, machinery, tools, and equipment for the Work Zone Traffic Control for the Manhattan Bridge Biennial Inspection located over the East River, connecting Manhattan and Brooklyn in New York City in the State of New York. The required traffic control will assist Stantec and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of said bridges. Work shall be performed as described and in accordance with the Manual of Uniform Traffic Control Devices. Required Experience: As the safety of human lives is at risk, the Subcontractor shall have had a minimum of five (5) years documented experience in the performance of traffic control. Additionally, all flag persons shall have had a minimum of six (6) months of documented experience in traffic control. All Subcontractors’ personnel assigned to this work shall have current flagger certification necessary to perform the work, must be able to communicate in a clear and effective manner and be familiar with the MUTCD manual. The bid package explains in more detail the nature of the work, requirements and conditions needed to successfully complete this assignment. The project duration is from the beginning of the Contract (anticipated in April 2026) until May 31, 2029. It should be noted that most of the work will be performed from May through December of 2026 and 2028 with minimal or uncertain amount of work anticipated during wintertime. The number of workdays required per crew to provide Work Zone Traffic Control per week will vary from zero to five (0 to 5) days. As many as two (2) separate work crews with all necessary equipment and materials may be required to work simultaneously at any time during the Contract. Also, full and partial day and nighttime closures will be required to complete the work. One contract will be awarded for both day and night work. Stantec has a prime contract with the NYSDOT, Contract No. D042091. All applicable provisions of the prime contract apply to the subcontract. Stantec reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows, and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. Permits - Stantec will procure all permits necessary to perform work, including, but not limited to: entry and temporary lane closure permits. Bid Letting: Proposals shall be mailed (return receipt requested), or otherwise delivered in a sealed envelope labeled Proposal for D042091 PIN: XB.26.02, Work Zone Traffic Control\Equipment Subcontract for Consultant and State Inspection Teams, and also labeled with the name of the bidder in accordance with the Invitation to Bidders Document. As noted previously, proposals must be received at the offices of Stantec, 475 Fifth Ave, 12th Floor, NY, NY 10017 no later than 2:00 PM on March 27th, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 10:00 AM on March 30th, 2026 and read aloud in the offices of Stantec 475 Fifth Ave, 12th Floor, NY, NY 10017 by Stantec’s Project Manager/Asst. Project Manager (Stelios Bertos & Minas Lyristis). Attendance at tele-conference by a NYSDOT representative and a representative from each of the prospective bidders is encouraged but not mandatory. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by mail. Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Designated Contact: Mr. Minas Lyristis of Stantec. Until a contract is approved, contact with any other NYSDOT or Stantec's associates or employees concerning this project should not be made unless otherwise directed by the Office of Contract Management. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
